Inputs

The Systems Approach

Individual parks accomplish far less than connected systems. This is the foundational insight that transformed American landscape design: parkways extend park influence deep into neighborhoods, green corridors multiply the benefits of each intervention, and connected networks serve populations that isolated parks cannot reach.

Core Principles

"A scattered collection of pocket parks, however well-designed, accomplishes far less than a connected system." - The whole exceeds the sum of its parts.

"Think in networks, not nodes." - Each park gains value from its connections to other parks.

"Parkways are the connecting tissue." - The links between parks are as important as the parks themselves.

The Design Process

Step 1: Survey the Territory

Before proposing connections, understand what exists and what is needed:

• What green spaces currently exist? (parks, cemeteries, institutional grounds, waterfronts)
• What natural features offer opportunities? (rivers, ridgelines, flood plains, wetlands)
• Where are the populations most in need of restorative landscape?
• What barriers currently divide the territory? (highways, rail lines, industrial zones)

Key Question: "Where do the tired workers live, and how far must they travel to reach scenery that might restore them?"

Step 2: Identify Connection Opportunities

Look for the linking possibilities that transform isolated parks into systems:

• Linear features that could become greenways (streams, abandoned rail lines, utility corridors)
• Streets that could become tree-lined parkways
• Gaps between existing parks that could be bridged
• Natural corridors that are currently interrupted

Key Question: "What is the shortest path by which we might connect what is now separate?"

Step 3: Establish the Hierarchy

A park system requires different types of spaces serving different purposes:

The connecting tissue requires as much design attention as the parks themselves:

• Tree-lined parkways - Boulevards that carry traffic while providing shade and scenery
• Multi-use trails - Paths for walking, cycling, separated from vehicular traffic
• Stream corridors - Restored waterways with adjacent public access
• Green streets - Ordinary streets enhanced with planting and traffic calming

Key Question: "Does the connection extend the restorative influence, or merely provide passage?"

Step 5: Plan for the Long View

Park systems mature over decades. Design for what they will become, not what they appear at planting:

• Select tree species for their form at maturity, not their appearance as saplings
• Establish the connections now, even if they cannot be fully developed immediately
• Reserve land for future expansion before it is lost to other uses
• Build political support for benefits that current voters may not live to see

### The Long View

Constraints

• Do not design isolated interventions. Every element must connect to the larger system
• Do not prioritize wealthy neighborhoods. The working poor need restorative landscape more urgently
• Do not accept fragmentation as permanent. Barriers can be bridged, gaps can be closed
• Do not sacrifice long-term vision for short-term convenience. Reserve the connections now
• Do not forget that parks are medicine. This is public health infrastructure, not decoration

Territory Survey

Existing Assets: Fifteen neighborhood parks ranging from 2 to 25 acres, scattered across the city with no connecting tissue. A 4-mile riverfront currently dominated by industrial uses, with three points of public access. Two historic cemeteries totaling 60 acres. Street tree coverage varies from 40% in affluent neighborhoods to under 10% in working-class districts.

Population in Need: The eastern districts house the majority of working families - those employed in the remaining industrial facilities and the service economy. Their children walk to school along treeless streets. Their elders have no place to sit in shade within reasonable walking distance. Their neighborhoods contain only 3 of the 15 existing parks.

Concept: Transform the river from industrial barrier to green spine, connecting eastern neighborhoods to a continuous waterfront greenway that links all major parks into a single accessible system.

Connection Strategy

Primary Corridors: The River Greenway serves as the spine. Reclaiming 50 feet of riverfront from industrial uses over time creates a continuous 4-mile pathway with restored riparian planting, connecting all districts that currently face the river as barrier.

Secondary Links: Oak Street (currently four lanes of traffic) becomes a two-lane parkway with double rows of elms, connecting the River Greenway to three existing neighborhood parks and the proposed Central Commons.

Critical Gaps to Close:

1. The Industrial Trail - converting abandoned rail corridor to multi-use path - is the single highest-priority connection. It brings eastern neighborhoods to the river in under 10 minutes walking.
2. Extending the riverfront greenway through the industrial district requires negotiation with property owners but should begin immediately.

The Democratic Case

The working families of the eastern districts have waited longest for what their wealthier neighbors take for granted: access to restorative landscape within walking distance. The current distribution of parks reflects historical patterns of investment that favored affluent areas. The River Greenway reverses this by bringing the park system to those who need it most, using the natural feature of the river - which belongs to all - as the equalizing spine.

A mother working two jobs cannot drive her children to the western parks. But she could walk them to the river if a safe, shaded path existed. This is not amenity. It is necessity.

Phasing

The Long View

The oaks planted along Oak Street this year will not provide meaningful shade for fifteen years, will not reach their intended form for forty. The River Greenway, planted with native riparian species, will take a generation to feel like established forest rather than new planting.

This is as it must be. We are not planting for ourselves but for our grandchildren. The citizens who will stroll beneath the oak canopy in 2075 are not yet born. But they will inherit what we establish now - or they will inherit the continued fragmentation and inequity that we lacked the patience to address.

Begin with the connections. The parks will follow, will grow, will mature. But without the connecting tissue, they remain isolated remedies rather than comprehensive cure.
