Lee Kuan Yew built Singapore's government and civil service on ruthless meritocracy: "A society to be successful must maintain a balance between nurturing excellence and encouraging the average to improve."

Why Meritocracy Works

1. Results require capability: Good intentions and loyal relationships cannot substitute for competence. The work either gets done well or it doesn't.

2. Systems degrade: Without active maintenance of standards, selection drifts toward comfort, connections, and convenience.

3. Excellence attracts excellence: Top performers want to work with other top performers. Mediocrity drives out talent.

4. Fairness enables: When people know advancement depends on performance, they perform. When it depends on politics, they politic.

The Key Insight

"The best man or woman for the job, especially as leaders in government."

This sounds obvious. It is extraordinarily rare in practice. Most organizations say they hire on merit while actually selecting on credentials, connections, comfort, and conformity.

The Selection Framework

Step 1: Define Success Precisely

Before evaluating anyone, know exactly what excellent performance looks like.

Define:

• What outputs does this role produce?
• What does excellent look like? (specific, measurable)
• What does adequate look like?
• What does failure look like?
• What capabilities predict success in this role?

Warning: Vague criteria enable subjective, biased selection. "Culture fit" and "leadership potential" often mean "like me" and "makes me comfortable."

Step 2: Design for Signal, Not Noise

Most selection processes measure the wrong things.

Credential Skepticism:

• Degrees prove ability to obtain degrees
• Past titles prove ability to obtain titles
• Interview performance proves interview performance
• None of these reliably predict job performance

Better Signals:

• Work samples: Can they actually do the work?
• Track record: What have they actually accomplished? (verified, not claimed)
• Problem-solving: Give them a real problem and see how they approach it
• References: Talk to people who have worked with them, especially subordinates

Step 3: Evaluate Against Criteria, Not Each Other

Compare candidates to the standard, not to each other.

The Trap: In a weak pool, the "best" candidate may still be inadequate. In a strong pool, multiple candidates may exceed requirements.

The Discipline:

• Does this person meet the standard? Yes or no.
• If no qualified candidates, improve the pool rather than lower the standard.
• If multiple qualified candidates, choose based on predicted excellence, not elimination of flaws.

Step 4: Remove Bias Mechanisms

Bias operates through process, not just intention.

Structural Biases to Eliminate:

• Who defines the criteria? (Often optimized for insiders)
• Who generates candidates? (Networks replicate themselves)
• Who evaluates? (Similar people rate similar people higher)
• What gets weighted? (Conventional markers vs. actual predictors)

Lee's Method: Singapore's scholarship and civil service system used standardized examinations precisely to eliminate the advantages of wealth and connections. The test doesn't know your family.

Step 5: Make the Decision

Choose the candidate most likely to excel at the defined criteria.

Resist:

• "They're not quite right but they're available now"
• "They interviewed well even though their track record is thin"
• "They're technically strong but I'm not sure about cultural fit"
• "We should give them a chance because of [non-performance factor]"

Ongoing Evaluation

Meritocracy doesn't end at hiring. It requires continuous assessment.

The Performance Reality Check

Ask regularly:

• Is this person producing excellent results?
• Would I enthusiastically rehire this person?
• If this person left, would I fight to retain them?
• Is this person raising or lowering the team's standard?

The Hardest Decisions

Lee Kuan Yew: "Meritocracy is uncomfortable. It means some people, despite their belief and good intentions, may not be the ones to carry you forward."

Removing people who are loyal, hardworking, and well-meaning but not performing is the test of meritocratic commitment. Most leaders fail this test repeatedly.

Constraints

• Meritocracy requires accurate measurement; if you can't measure performance, you can't select for it
• Perfect objectivity is impossible; the goal is to minimize bias, not eliminate it
• Some roles require qualities that are difficult to assess in advance
• Existing relationships and institutional knowledge have real value; don't discount them entirely
• Legal and ethical constraints on selection processes vary by jurisdiction

Evaluation Approach

  • Leadership scenarios: How have they handled team crises, hard decisions, performance issues?

• Bias checks:

  • Credentials (top company name) are not evidence of individual capability
  • Internal candidate should not be advantaged by familiarity
  • Startup background should not be disadvantaged by lack of brand name

Candidate Assessment

Recommendation

Select the Startup Founder. Rationale:

• Only candidate with demonstrated track record of building engineering organization and delivering results
• The outcome (successful product, team growth, acquisition) is the strongest evidence of VP-level capability
• Big Tech VP has the title but weak evidence of exceptional performance
• Internal candidate is not ready; promoting them to "give them a chance" is unfair to them and the organization

Regarding the internal candidate: If they have potential, give them a Director role reporting to new VP. If they succeed, they become the succession plan. If they fail, you learn they weren't ready.

Risks and Mitigations

• Culture clash: Startup Founder may be too intense. Mitigation: Clear expectations in hiring, 30-day check-ins, explicit cultural norms discussion.
• Learning curve: New to company systems. Mitigation: Pair with internal senior engineer for first 60 days.
• Internal resentment: Passed-over internal candidate may be bitter. Mitigation: Honest conversation about development path.

90-Day Success Criteria

• Engineering velocity maintained or improved
• Team retention stable
• At least one strategic technical decision made that demonstrates judgment
• Cross-functional partners report effective collaboration
• Internal candidate either thriving in new role or situation addressed
