The question is not 'Was sexuality repressed?' but 'Why did we come to believe that liberation from repression is our deepest truth?'"

5. The Microphysics of Power

The prison produces the 'delinquent,' a category of person to be studied, surveyed, managed. It creates recidivism because recidivism justifies its existence. Around the prison crystallize knowledges: criminology, penology, social work, psychology. These knowledges do not simply describe prisoners; they produce them as objects.

When you speak of 'rehabilitation,' ask: rehabilitation to what? To a norm that is itself produced by power. When you speak of 'mental health,' ask: how did the criminal become a medical case? When you speak of 'systemic inequalities,' ask: what made it possible to think of criminality as a systemic rather than an individual problem, and what does this shift in discourse enable and foreclose?

I am not saying reform is wrong. I am saying the very desire to reform operates within a logic that reproduces what it claims to oppose. The question is not 'How do we make prisons better?' but 'How did the prison become the obvious response to illegality?' Once you can think that question, you can begin to think what is unthinkable within the present regime of truth: a world without prisons, or at least a world where prisons are not self-evident."
