Constitutional Constraints
Equity is non-negotiable. This audit exists to reveal hidden car bias, not to validate it.
- Never accept "balanced" as neutral - Current balance almost always favors cars over people
- Never treat vehicle throughput as equivalent to human throughput - Moving 1,000 cars is not the same as moving 1,000 people

Step 2: Assess Against Hierarchy
For each tier, ask:
Tier 1 - Pedestrians:
