Golan is not an independent competitor to Cellcom. Its own site states that since 24.12.2023 Golan's services are provided under Cellcom's licences ("החל מ 24.12.2023 יינתנו שירותי גולן... על בסיס רשיונותיהן של סלקום ישראל בע"מ"). Moving a Cellcom line to Golan is a move within the same group, which can still cut the bill sharply, but do not present it to the user as switching to a rival network. Gotchas
1. Cashback Platform Conflicts
Some cashback platforms (Cashback.co.il, Cashdo) do not stack with each other. Using two cashback extensions simultaneously can cause neither to track the purchase. Always use only one cashback platform per transaction.
2. Whether a Gift Card Can Be Refunded Depends on Where It Was Bought
A gift card bought in a shop is generally not refundable, so only buy one for a store where the user is certain to shop. A card bought online is a different matter: it is a distance sale, so under s.14ג(ג) it can be cancelled within 14 days, counted from the later of receiving the card and receiving the s.14ג(ב) disclosure document, and under s.14ה(ב)(1) the business must refund within 14 days and may charge a cancellation fee of at most 5% of the price or 100 NIS, whichever is lower. The exclusions in s.14ג(ד) (perishables, information, custom-made goods, opened recordable media, and short-notice travel and leisure) do not cover a gift card. And under s.14ג1, a consumer who is a person with a disability, aged 65 or over, or a new immigrant within five years has four months rather than 14 days, where the deal involved a conversation with the business. Validity is governed by two instruments, and they say different things:
- Consumer Protection Law s.14ח(ב): an issuer that limits a gift card's validity must print the issue and expiry dates on it, "ובלבד שתקופת תוקפו של התו לא תפחת מחמש שנים ממועד ההנפקה" (validity of not less than five years from issuance). The same subsection carries an exception the card holder should know: if a bankruptcy or liquidation order is made against the issuer, the holder can no longer buy with the card from the date of the order.
- תקנות שירותי תשלום (פטור מהוראות החוק), now in force, add a renewal right on top of that floor: at the holder's request an expired instrument is renewed for a further 5 years, and for 10 years where the accrued balance exceeds 150 NIS. The provider must send a notice at least once a year, plus one a month before expiry and one a month before the end of the renewal window, where the balance exceeds 50 NIS. A refund following a consumer cancellation is credited back as a balance on the payment instrument used, not paid out in cash.
So "up to 15 years" is the 5-year floor plus a 10-year renewal for a balance above 150 NIS, not a single 15-year validity. Do not tell a user a card is dead because the printed date passed: ask for the renewal first.
3. Installment Payments (Tashlumim) Are Not Always Free
Israeli retailers advertise installments freely, but the interest-free window is set per retailer and per product, and is commonly only 3 to 6 payments. Longer plans, and the credit-card companies' own "kredit" plans, frequently carry interest. There is no general rule that a particular number of payments is safe, so read the specific offer and confirm "tashlumim l'lo ribit" for the exact number of payments before choosing installments over a single charge.
4. Retention Discounts Expire
When negotiating with telecom or subscription providers, the discount offered by the retention department typically expires after 12-18 months. Set a calendar reminder to renegotiate before the discount period ends, or the price reverts to full.
5. Israeli Consumer Protection Law on Cancellation
The 14-day cooling-off right ("tkufat tzinun") attaches specifically to door-to-door sales (Sec. 14) and distance/online sales (Sec. 14ג), not to every service contract. Continuous service contracts (telecom, streaming, and similar) are cancelled instead under the continuous-transaction (esek mitmashech) provisions, and the mechanics are worth quoting to the user because they are unusually favourable:
- Section 14ט(א) requires the business to accept a cancellation notice by any of: orally by phone or at the premises, registered mail, email, fax (if it has one), the internet where the deal could be made online, and any further channel the Minister sets.
- Section 14ט(ב): where the deal can be made online, the business must place a dedicated cancellation link on the home page of its website, positioned "באופן מובלט וברור" (prominently and clearly). This is a duty, not a courtesy, so a user who cannot find it is not stuck with a phone queue.
- Section 13ד(ג): the contract ends within three business days of the notice, or six business days if sent by registered mail, and from that date the business must stop supply and stop charging for anything supplied afterwards.
- Section 31א lets a court award statutory damages up to 10,000 NIS with no proof of loss, including where the consumer sent a cancellation notice under 14ט and the business kept charging (para (2ב)), and where an overcharge was not refunded (para (2ב1)).
6. Gym and Timeshare Contracts Have Their Own Exit Route
A fixed-term gym membership is cancellable at any time under section 13א1 and the Fourth Schedule (the Schedule's definition of מכון כושר excludes a curriculum-based course with advance-only enrolment, and a swimming-pool-only facility open five months a year or less, so check the definition before promising the route), on different terms from an ordinary continuous contract: the notice must be in writing, cancellation takes effect at the end of one month from the notice, and the fee itself is not a flat percentage: the Schedule computes it as the number of months already used multiplied by the gap between the monthly price in the contract and the monthly price of the alternative open-ended track, and only where the business disclosed that alternative price in writing before signing. If it did not, there is no basis for that fee at all. On top of that, the fee is capped at the lower of (a) 25% of the consideration if cancelled in the first third of the term, 20% in the second third, 17% in the last third, and (b) what the consumer would have paid for the remaining term. Ask for the calculation, not just the percentage. The business may also charge the pro-rata value of use up to the cancellation date. The same schedule covers a timeshare (יחידת נופש) purchase on its own terms. Do not let a user be told the contract is "locked for a year".
7. Bank Fee Reform is Announced but Staged
The Bank of Israel published a reform of household and small-business account fees on 21 June 2026. Two dates matter, and neither is today: the cap on the monthly immediate-debit card fee (no more than 7 NIS) takes effect in October 2026, and the new payment-account service, capping the monthly fee at 10 NIS for the first 100 transactions, 5 NIS where 0 to 2 transactions were made, and 1 NIS for each transaction beyond 100, takes effect in July 2027, with banks free to start earlier. It applies automatically, with no need to opt in, and it is addressed to banking corporations, so do not assume it reaches fees charged by the credit-card companies. Until those dates, the ordinary advice (compare, negotiate, consider a digital bank) still applies. Do not tell a user their fees are already capped.
8. A Refund Voucher is Not the Same as a Gift Card
Where a purchase is cancelled and the business hands out a credit voucher (שובר זיכוי) instead of money, section 14ז sets its own rules: it is valid for at least two years from the day it is handed over, it must be for the amount actually paid, redemption may not be conditioned on producing the original invoice, and a term restricting redemption (including during a sale) has no effect. And under 14ז(ג), if the user buys something cheaper than the voucher's face value and the leftover is 5% of the voucher or 100 NIS, whichever is lower, they are entitled to that leftover in cash. This applies to a gift voucher too.
9. Which Cancellation Regime Applies, and the Telecom Trap
Four regimes sit side by side and they are not interchangeable. Classify the contract before drafting anything:

Mobile lines are the exception, and getting it wrong is expensive. Do NOT send a cancellation notice to the current mobile carrier as the first step. Start the move at the receiving provider and let the number-porting process close the old line; a cancellation sent first can release the number, and the user loses the number itself, not just the discount. Cancel first only where the user genuinely wants the line gone.
When the merchant stonewalls, there is a second lever. A recurring charge taken by standing authorisation (הרשאה לחיוב חשבון) can also be stopped through the bank, independently of the merchant, so a user who cannot get a straight answer should raise it with the bank as well as sending the statutory notice. That is a parallel route, not a substitute for the notice, because the s.31א remedy depends on the notice.
10. Electricity Supply is a Switchable Contract Too
Household electricity supply in Israel is open to private suppliers who sell at a discount off the regulated tariff while the physical supply and the grid stay unchanged. It belongs in the subscription audit because the saving is annual, applies to a bill nobody thinks of as a subscription, and needs no equipment change. Treat it like any other contract: check the discount actually offered, the term, and what happens when a promotional period ends, and compare against the regulated tariff rather than against the supplier's own headline.

Error: "Cashback not tracked"
Cause: Ad blocker or competing browser extension interfered with tracking

Always use only one cashback platform per transaction.208209### 2. Whether a Gift Card Can Be Refunded Depends on Where It Was Bought210A gift card bought in a shop is generally not refundable, so only buy one for a store where the user is certain to shop. **A card bought online is a different matter**: it is a distance sale, so under s.14ג(ג) it can be cancelled within 14 days, counted from the later of receiving the card and receiving the s.14ג(ב) disclosure document, and under s.14ה(ב)(1) the business must refund within 14 days and may charge a cancellation fee of at most **5% of the price or 100 NIS, whichever is lower**. The exclusions in s.14ג(ד) (perishables, information, custom-made goods, opened recordable media, and short-notice travel and leisure) do not cover a gift card. And under s.14ג1, a consumer who is a person with a disability, aged 65 or over, or a new immigrant within five years has **four months** rather than 14 days, where the deal involved a conversation with the business. Validity is governed by two instruments, and they say different things:211212- **Consumer Protection Law s.14ח(ב)**: an issuer that limits a gift card's validity must print the issue and expiry dates on it, "ובלבד שתקופת תוקפו של התו לא תפחת מחמש שנים ממועד ההנפקה" (validity of not less than five years from issuance). The same subsection carries an exception the card holder should know: if a bankruptcy or liquidation order is made against the issuer, the holder can no longer buy with the card from the date of the order.213- **תקנות שירותי תשלום (פטור מהוראות החוק)**, now in force, add a renewal right on top of that floor: at the holder's request an expired instrument is renewed for a further **5 years**, and for **10 years** where the accrued balance exceeds 150 NIS. The provider must send a notice at least once a year, plus one a month before expiry and one a month before the end of the renewal window, where the balance exceeds 50 NIS. A refund following a consumer cancellation is credited back as a **balance on the payment instrument used**, not paid out in cash.214215So "up to 15 years" is the 5-year floor plus a 10-year renewal for a balance above 150 NIS, not a single 15-year validity. Do not tell a user a card is dead because the printed date passed: ask for the renewal first.216217### 3. Installment Payments (Tashlumim) Are Not Always Free218Israeli retailers advertise installments freely, but the interest-free window is set per retailer and per product, and is commonly only 3 to 6 payments. Longer plans, and the credit-card companies' own "kredit" plans, frequently carry interest. There is no general rule that a particular number of payments is safe, so read the specific offer and confirm "tashlumim l'lo ribit" for the exact number of payments before choosing installments over a single charge.219220### 4. Retention Discounts Expire221When negotiating with telecom or subscription providers, the discount offered by the retention department typically expires after 12-18 months. Set a calendar reminder to renegotiate before the discount period ends, or the price reverts to full.222223### 5. Israeli Consumer Protection Law on Cancellation224The 14-day cooling-off right ("tkufat tzinun") attaches specifically to door-to-door sales (Sec. 14) and distance/online sales (Sec. 14ג), not to every service contract. Continuous service contracts (telecom, streaming, and similar) are cancelled instead under the continuous-transaction (esek mitmashech) provisions, and the mechanics are worth quoting to the user because they are unusually favourable:225226- **Section 14ט(א)** requires the business to accept a cancellation notice by **any** of: orally by phone or at the premises, registered mail, email, fax (if it has one), the internet where the deal could be made online, and any further channel the Minister sets.227- **Section 14ט(ב)**: where the deal can be made online, the business must place a **dedicated cancellation link on the home page of its website**, positioned "באופן מובלט וברור" (prominently and clearly). This is a duty, not a courtesy, so a user who cannot find it is not stuck with a phone queue.228- **Section 13ד(ג)**: the contract ends within **three business days** of the notice, or **six business days** if sent by registered mail, and from that date the business must stop supply and stop charging for anything supplied afterwards.229- **Section 31א** lets a court award **statutory damages up to 10,000 NIS with no proof of loss**, including where the consumer sent a cancellation notice under 14ט and the business kept charging (para (2ב)), and where an overcharge was not refunded (para (2ב1)).230231### 6. Gym and Timeshare Contracts Have Their Own Exit Route232A fixed-term gym membership is cancellable at any time under **section 13א1 and the Fourth Schedule** (the Schedule's definition of מכון כושר excludes a curriculum-based course with advance-only enrolment, and a swimming-pool-only facility open five months a year or less, so check the definition before promising the route), on different terms from an ordinary continuous contract: the notice must be **in writing**, cancellation takes effect **at the end of one month** from the notice, and the fee itself is **not** a flat percentage: the Schedule computes it as the number of months already used multiplied by the gap between the monthly price in the contract and the monthly price of the alternative open-ended track, **and only where the business disclosed that alternative price in writing before signing**. If it did not, there is no basis for that fee at all. On top of that, the fee is capped at **the lower of** (a) 25% of the consideration if cancelled in the first third of the term, 20% in the second third, 17% in the last third, and (b) what the consumer would have paid for the remaining term. Ask for the calculation, not just the percentage. The business may also charge the pro-rata value of use up to the cancellation date. The same schedule covers a timeshare (יחידת נופש) purchase on its own terms. Do not let a user be told the contract is "locked for a year".233234### 7. Bank Fee Reform is Announced but Staged235The Bank of Israel published a reform of household and small-business account fees on 21 June 2026. Two dates matter, and neither is today: the cap on the monthly immediate-debit card fee (no more than **7 NIS**) takes effect in **October 2026**, and the new payment-account service, capping the monthly fee at **10 NIS for the first 100 transactions**, 5 NIS where 0 to 2 transactions were made, and 1 NIS for each transaction beyond 100, takes effect in **July 2027**, with banks free to start earlier. It applies automatically, with no need to opt in, and it is addressed to banking corporations, so do not assume it reaches fees charged by the credit-card companies. Until those dates, the ordinary advice (compare, negotiate, consider a digital bank) still applies. Do not tell a user their fees are already capped.236237### 8. A Refund Voucher is Not the Same as a Gift Card238Where a purchase is cancelled and the business hands out a credit voucher (שובר זיכוי) instead of money, **section 14ז** sets its own rules: it is valid for **at least two years** from the day it is handed over, it must be for the amount actually paid, redemption may **not** be conditioned on producing the original invoice, and a term restricting redemption (including during a sale) has no effect. And under 14ז(ג), if the user buys something cheaper than the voucher's face value and the leftover is **5% of the voucher or 100 NIS, whichever is lower**, they are entitled to that leftover **in cash**. This applies to a gift voucher too.239240### 9. Which Cancellation Regime Applies, and the Telecom Trap241242Four regimes sit side by side and they are not interchangeable. Cancel first only where the user genuinely wants the line gone.252253**When the merchant stonewalls, there is a second lever.** A recurring charge taken by standing authorisation (הרשאה לחיוב חשבון) can also be stopped through the bank, independently of the merchant, so a user who cannot get a straight answer should raise it with the bank as well as sending the statutory notice. That is a parallel route, not a substitute for the notice, because the s.31א remedy depends on the notice.254255### 10. Electricity Supply is a Switchable Contract Too256Household electricity supply in Israel is open to private suppliers who sell at a discount off the regulated tariff while the physical supply and the grid stay unchanged. It belongs in the subscription audit because the saving is annual, applies to a bill nobody thinks of as a subscription, and needs no equipment change.
