HOT - someone is buying
The post asks for a provider, agency, scope, quotation, or proposal for the user's service.
WARM - a company has work it cannot staff
A company posts its OWN role related to the service. Qualify on the job description: phrases like "coordinate with external vendors", "remediation of findings", or named audits and compliance frameworks describe work that gets outsourced.
REJECT
- Competitors - a company that sells the same service is hiring or asking for subcontractors.
- Staffing and recruiters - reject even when the role fits. The end client is unnamed, so the lead cannot be qualified, and the recruiter owns the relationship. Test: the poster's headline says recruiter, talent acquisition, resourcing, or staffing, OR the post says "our client" / "for a leading company". Either one is enough.
- Vendor marketing, courses, certifications, internships, open-to-work posts.
- Vendors quoting buyer language back ("a client says: we need X, send quotations").
- Posts that say "no agencies" or "no vendors".
WARM vs REJECT depends on who is hiring. It must be the employer itself.
Output
For each post: tier (hot / warm / reject), a one-sentence reason, and for HOT the buyer's own words (scope) to reuse in the email subject and opening. For WARM, role_hint.
When you are not sure, mark it hold and say what is unknown. Do not guess.
