When to trigger

• The paper predicts "the policy will work" without an account of why or through what
• Hypotheses ignore how firms, platforms, or intermediaries will respond to the rule
• Reviewers could ask "why would this effect differ for vulnerable consumers?" and you have no answer
• Unintended consequences (boomerang, substitution, information overload) are plausible but untheorized
• You have a mechanism story from consumer psychology but no bridge to a policy instrument

What "theory" means at JPP&M

JPP&M does not demand a novel psychological process the way JCP does, and it is not a theory-only outlet like AMR. Its bar is a theory of the policy lever: a disciplined account of how a specific instrument — a mandated disclosure, a marketing restriction, a default, a tax, an enforcement action — propagates through the marketplace to change welfare-relevant outcomes. Good JPP&M theorizing is usually middle-range: it borrows constructs from consumer research, economics of information, or regulatory-focus and protection-motivation traditions, and assembles them around the instrument. The payoff is predictions a policy analyst could not have written down: who responds, who doesn't, what the instrument's format does, and where behavior leaks around the rule.

Theorize all three sides of the exchange

A regulation touches consumers, firms, and the regulator itself. The strongest JPP&M frameworks make at least two of the three explicit:

1. Consumer side — attention, comprehension, trust, reactance. Why would a warning change behavior rather than be ignored, discounted, or trigger boomerang effects (a risk long documented in the warning-label literature, e.g., Stewart and Martin 1994, JPP&M)?
2. Firm side — strategic response: reformulation, repositioning, disclosure obfuscation, shifting marketing spend to unregulated channels. A rule that "works" in the lab can be neutralized in the market.
3. Regulator side — instrument choice and enforcement capacity: mandated format versus safe harbor, ex ante rule versus ex post case-by-case enforcement.

From mechanism to policy-relevant hypotheses

• Make the instrument a variable, not a constant. Hypothesize over its design space (icon vs. text warning, opt-in vs. opt-out default, threshold levels), because the design space is what a regulator decides.
• Derive heterogeneity from welfare, not curiosity. The moderators that matter are the ones that define vulnerable populations — low literacy or numeracy, financial fragility, children, communities targeted by predatory marketing. "The effect is weaker for those the policy most intends to protect" is a first-order JPP&M finding.
• Predict the unintended consequence. Licensing effects of health halos, substitution to worse products, overload from disclosure proliferation, chilling of beneficial marketing. Theorizing these ex ante converts a limitation into a contribution.
• State the counterfactual logic in the theory. For evaluations: what would the outcome have been absent the policy, and why does your comparison group approximate it? The identification argument begins as a conceptual claim.

Checklist

• The policy instrument is defined precisely (who mandates what, on whom, enforced how)
• The causal pathway from instrument to welfare outcome is spelled out step by step
• At least two of the three exchange sides (consumer / firm / regulator) are theorized
• Heterogeneity hypotheses target policy-relevant (vulnerable) subgroups
• At least one plausible unintended consequence is theorized, not just conceded
• For evaluations, the counterfactual logic is stated as a theoretical claim

Anti-patterns

• Lever-free theory: elegant consumer psychology with no instrument anyone controls
• Compliance fantasy: assuming firms implement the rule as written, with no strategic response
• Curiosity moderators: heterogeneity chosen for novelty rather than welfare relevance
• Advocacy dressed as theory: premises selected to guarantee the preferred policy conclusion
• Borrowed-framework wallpaper: invoking protection motivation or construal level as labels without deriving anything from them
