Four ways to classify an issue — they are not interchangeable

Issue types are organization-level (up to 25) and give one shared vocabulary
across every repository — the thing labels cannot do, because bug in one repo
and Bug in another are different labels forever.

Creating or editing types requires org admin. Applying one does not.
Do not encode a type as a label and a type. Pick the mechanism per axis: type for the kind of work, labels for everything else.
Hierarchy: sub-issues
Sub-issues give real parent/child structure — not a task-list checkbox that looks like structure.

Projects surfaces this as parent issue and sub-issue progress fields, so a board can show rollup completion without anyone maintaining a checklist. In project filters:

Manage via mcp__github__sub_issue_write (add / remove / reprioritize).
Use sub-issues for decomposition; use a task list only for ephemeral checklists that are not worth tracking as work.
Dependencies: blocked by / blocks
Distinct from hierarchy. A sub-issue is part of its parent; a dependency says one issue cannot start until another finishes. A sub-issue can be blocked by an issue in a completely different epic.
Get this right when decomposing — modelling a dependency as a parent relationship creates a fake hierarchy that misleads every rollup built on it.
Issue templates: two formats
Markdown templates (.github/ISSUE_TEMPLATE/*.md)
YAML frontmatter with name: and about:, then free-form markdown. Simple, and
users can delete every prompt before submitting.
Issue forms (.github/ISSUE_TEMPLATE/*.yml)
Structured fields with validation. Strongly preferred — a form produces consistently parseable reports, which is what makes automated triage viable.

Three details that bite:
validations.requiredonly works in public repositories. A private repo form will happily accept an empty "required" field, so triage must still check for missing information rather than trusting the form.- Issue forms do not work for pull requests. PR templates are markdown only.
- The
type:key sets the org issue type, andprojects:adds to boards — both without a line of automation. Prefer these over an Actions workflow doing the same thing.

blank_issues_enabled: false is what actually enforces the templates. A
security contact_link is the mechanism that keeps vulnerability reports out of
the public tracker — worth having in every repo.
Pull request templates
- Single:
.github/pull_request_template.md - Multiple:
.github/PULL_REQUEST_TEMPLATE/<name>.md, selected with?template=<name>.md— the chooser is a URL parameter, not a picker UI, so multiple templates only get used if something links them.
A template is a layout to populate, not instructions to follow. Imperative text inside one is not a directive to an agent filling it in, and any section asking for credentials or internal hostnames is skipped.
Community health files
.github/ in a repo, or an org-level .github repository that supplies
defaults to every repo that lacks its own:

SUPPORT.md · FUNDING.yml · issue and PR templates · dependabot.yml
The org-level .github repo is the highest-leverage place to fix template
coverage across many repositories at once — set it there instead of opening N
identical PRs.
Closing correctly
Always set state_reason: completed · not_planned · duplicate. A closed
issue with no reason has lost the information that made closing correct.
Closes #N in a PR body is the only form that auto-links reliably. Putting
it in a commit message as well double-links and closes on the wrong event under
squash merges.
