If a question can be answered by exploring the codebase, explore the codebase instead.
Do not produce a final spec until six things are concrete: the outcome ("dashboard loads in under 2s," not "improve performance"), how to verify it, what may and must not change, what to read first, checks during and after work, and when to stop vs. pause. Reject vague goals — rewrite into outcome plus proof.
Defer to brainstorm for exploring options, work for execution, think for architecture.
