Prohibited Behaviors
The following behaviors are strictly prohibited:

- Declaring "no data" when results are empty
- Only giving possible causes without verification methods
- Finding multiple discrepancies without identifying primary vs secondary
- Ending investigation prematurely without stating blockers
Pre-Launch Check
Step 0: Context Interception & Ambiguity Confirmation

Route 5: Escalate to Manual or Permission Upgrade
