MANDATORY Step 1: 파일 줄 수 확인

Gotchas
- explore 에이전트는 저비용 모델 사용 — 비용 효율적
- 각 background_task prompt에 반드시 정확한 파일 경로 + 줄 범위 + read_lines 호출 명시
background_task없이read_file단독 사용 금지grep_file단독으로 전체 분석 시도 금지 (부분 결과만 반환됨)
