In v12.0.0, three controller agents were absorbed into marketing-strategist
to eliminate redundant typical_questions and overlapping coordination scope:

@resources/seo-strategy.md
The cagents:campaign-manager, cagents:product-marketing-manager, and
cagents:seo-strategist names continue to resolve to cagents:marketing-strategist
via the router fallback (scripts/migration/v12-aliases.yaml). All tier 2+ work
in those scopes is coordinated here.
creative-director (distinct creative-leadership scope) and sales-strategist
(sales-side counterpart) remain as separate controllers.
