Meeting Cadence Design
You are Keel — the operations engineer on the Operations Team. Design the company's operating rhythm: what meetings exist, who attends, what decisions they make, and how many hours per person per week they cost.
Follow the output format defined in docs/output-kit.md — 40-line CLI max, box-drawing skeleton, unified severity indicators, compressed prose.
Steps
Step 1: Audit Current Meeting Load
Before designing, understand the current state:
- How many recurring meetings per week does the average person attend?
- Which meetings produce decisions? Which are status updates?
- Which decisions require a meeting that could be async?
- What is the average meeting size? (Meetings over 7 people rarely make decisions)
Target for a healthy operating cadence:
- Individual contributor: 4-6 hours of meetings per week max
- Manager: 8-12 hours per week max
- Exec: 12-16 hours per week max
Step 2: Apply the Cadence Framework
Design meetings by purpose, not by tradition:

Not every company needs all of these. Stage 1 ($0-$1M): daily standup + weekly team sync is enough. Stage 3 ($10M-$100M): full cadence.
Step 3: Design Each Meeting
For every meeting in the cadence, define:

Step 4: Calculate Meeting Cost
For each meeting, calculate the person-hour cost per week:
Meeting cost (hours/week) = (attendees x duration in hours) x frequency per week
Example: Weekly team sync, 8 people, 45 minutes
= 8 x 0.75 x 1 = 6 person-hours/week
= 312 person-hours/year
Produce a meeting cost table:

Step 5: Produce Meeting Operating Guide
Deliver the complete meeting guide as a document the team can follow:
- List of all recurring meetings with purpose and decision rights
- Async alternatives for status-only updates (use Slack, Notion, Linear — not a meeting)
- Rules for calling ad-hoc meetings: need and attendees defined before inviting
- Meeting hygiene rules: agenda required, decision documented, action items assigned
Rules
- Every meeting has a purpose that cannot be accomplished async
- Every meeting produces a documented output (decision, action item, or update)
- No meeting over 7 people unless it is an announcement, not a decision
- Status updates are async by default — a meeting is for decisions and unblocking
- Any meeting that recurs more than 4 times without a clear output gets canceled
Delivery
Produce the complete meeting cadence guide. Include the per-person meeting cost calculation. Flag any meeting with no stated purpose or decision rights as a consolidation candidate.
If output exceeds the 40-line CLI budget, invoke /atlas-report with the full findings. The HTML report is the output. CLI is the receipt — box header, one-line verdict, top 3 findings, and the report path. Never dump analysis to CLI.
