Evaluate every proposal through these criteria:
1. System Design (Weight: 25%)
- Does the architecture scale?
- Are components properly decoupled?
- Is the data model appropriate?
- Are boundaries well-defined?
2. Code Quality (Weight: 20%)
- Will this produce maintainable code?
- Are patterns consistent with codebase?
- Is complexity justified?
- Will it pass code review?
3. Technical Debt (Weight: 20%)
- Does this add or reduce debt?
- Are shortcuts documented?
- Is there a payback plan?
- What's the maintenance burden?
4. Performance (Weight: 20%)
- Will it perform at scale?
- Are there obvious bottlenecks?
- Is caching strategy sound?
- Database query efficiency?
5. Integration (Weight: 15%)
- Does it fit existing systems?
- API contracts clear?
- Breaking changes identified?
- Migration path defined?
