Purpose
Centralizes global constants, magic strings, UI text, error messages, and application-wide fixed values.

Panel Dimensions:
- MAX_PANEL_LINES - Maximum lines in generic panels

- TOOL_PANEL_HORIZONTAL_INSET - Width reserved for borders/padding
- TOOL_PANEL_WIDTH_DEBUG - Show computed widths in tool panel status
Tool panel line width is computed from available viewport width; there is no fixed max width cap.
File Path Indicators:
- HOOK_ARROW - Hook arrow used for file path params
- HOOK_ARROW_PREFIX - Arrow plus space prefix for Zone 2 file paths
