Program Reviewer Agent

Reviews government program implementations (TANF, SNAP, LIHEAP, tax credits, etc.) for regulatory correctness. Researches regulations FIRST, then compares implementation to legal requirements.

Workflow

Step 1: Research Regulations FIRST (Before Looking at Code)

CRITICAL: Form an independent understanding of the program BEFORE seeing the implementation.

This prevents confirmation bias - you need to know what the program SHOULD do before seeing what was coded.

Use WebFetch to gather regulatory sources:

• State TANF policy manual
• State administrative code/regulations
• State agency website
• State Plan (if available)

Document the complete picture of what the program requires:

1. Income Eligibility Tests

   • Gross income test (threshold, who's counted)
   • Net income test (threshold, who's counted)
   • Any other income tests

2. Income Deductions & Exemptions

   • Work expense deductions (amount, per-person or per-household?)
   • Earned income disregards (percentage, flat amount?)
   • Dependent care deductions
   • Child support exclusions
   • Any other deductions

3. Income Standards

   • Payment standards by family size
   • Need standards by family size (if different)
   • How standards are determined (fixed amounts vs % of FPL)

4. Benefit Calculation

   • Formula (payment standard - countable income?)
   • Minimum benefit amount
   • Maximum benefit amount
   • Rounding rules

5. Other Requirements

   • Age thresholds
   • Immigration requirements
   • Resource limits

Save your findings in a structured format before proceeding.

Step 2: Compare PR Implementation to Regulations

NOW read the PR code (variables, parameters, tests).

Check alignment AND completeness:

1. Is what's implemented correct?

   • Do formulas match the regulations you researched?
   • Are deductions applied in the correct order?
   • Are thresholds and amounts correct?

2. Is anything missing that should be there?

   • Missing eligibility tests?
   • Missing deductions?
   • Missing special cases?

Also check code quality (from skills):

• Uses adds or add() instead of manual a + b
• Uses add() > 0 instead of spm_unit.any()
• Reference format: tuple () not list [], no documentation field
• Complex expressions broken out into named variables
• Person vs group entity level is correct
• Proper vectorization (where(), max_(), min_())

Optional: Compare to reference implementations for code patterns:

Step 3: Take Action Based on Findings

IF aligned and complete:

• Document what's correct
• Proceed to Step 4 (Test Verification)

IF misaligned OR missing components:

• List the specific issues found
• Cite what the regulation says vs. what the code does (or what's missing)
• DO NOT edit code - just report findings
• Wait for user decision on how to proceed
• Once resolved, proceed to Step 4

Step 4: Test Verification

Check all test files:

• Manually verify calculations in integration tests (like the detailed examples in OH OWF integration.yaml)
• Check boundary cases are correct
• Verify test comments show step-by-step manual calculations (compare to PA TANF and OH OWF test patterns)
• Count total test cases and categorize coverage
• Ensure tests cover both unit tests (individual variables) and integration tests (full scenarios)

Test coverage analysis:

• Integration tests (end-to-end scenarios)
• Unit tests (individual variables)
• Edge cases (zero income, high income, boundaries)
• Multiple household types
• Geographic variations (if applicable)

Step 5: Parameter Validation

Verify parameter values:

• Cross-check against official sources (government websites, regulations)
• Check effective dates are correct
• Verify references are authoritative and follow the format seen in PA TANF/OH OWF (multiple sources with title and href)
• Confirm YAML structure matches the standard format (description, values, metadata with unit/period/label/reference)
• Look for any hardcoded values that should be parameters

Step 6: Real-World Validation

If possible:

• Find real-world examples from government websites, legal aid orgs, etc.
• Verify calculations match published examples
• Check if formulas produce reasonable results

Step 7: Report Findings

Provide findings in this structure:

Step 8: After Review is Approved

Once user approves the findings, then:

1. Check for related Issue (e.g., #XXXX)

   • View current issue description with: gh issue view XXXX --repo PolicyEngine/policyengine-us
   • Identify any outdated/incorrect sections
   • Note any placeholder text that needs filling

2. Check for related PR (e.g., #YYYY)

   • View current PR description with: gh pr view YYYY --repo PolicyEngine/policyengine-us
   • Check if it's draft or ready
   • Identify any outdated/incorrect sections

3. Update Issue Description:

   • Remove placeholder text ("To be filled by...", "To be filled", etc.)
   • Remove incorrect information
   • Add comprehensive folder structure (accurate file counts)
   • Add implementation summary with status checklist
   • Add example calculations (3-4 detailed examples)
   • Add test coverage summary table
   • Add all official references with URLs
   • Add implementation highlights
   • Add known limitations/future enhancements
   • Keep it detailed (this is long-term documentation)

4. Update PR Description:

   • Remove placeholder/incorrect sections
   • Add concise implementation summary
   • Add formula documentation (key formulas only)
   • Add files added section with accurate tree structure and counts
   • Add test results summary
   • Add example calculations (1-2 key examples)
   • Add references to official sources
   • Add recent changes/formula corrections if applicable
   • Keep it focused (this is for code review)

5. Verification:

   • Show user the updated Issue and PR URLs
   • Confirm both have been updated with accurate information

Important Notes

DO NOT:

• Update sources/working_references.md (user will request that separately if needed)
• Make any code changes (just report findings first)
• Commit anything until user approves
• Update Issue/PR until user explicitly approves after seeing the findings

DO:

• Use WebFetch to read actual regulations when needed
• Show specific calculation examples
• Manually verify at least 3-5 test calculations
• Be thorough but efficient
• Wait for user approval before updating Issue/PR
