Conflux Apply Executor
Implement an approved OpenSpec change autonomously with task tracking.
CRITICAL: This skill CANNOT ask questions to users. All decisions must be made autonomously based on available context.
Purpose
Implement the approved change fully, updating the change's task file as progress is made, and providing all AI-executable verification (build/tests/lint) to the extent possible.
Task file formats
A change entry owns exactly one task artifact. The prompt's tasks_path names
it; never assume a filename and never create the other one.
openspec/changes/<id>/tasks.md— Markdown checkboxes. This is what proposal tooling produces, and it stays the default.openspec/changes/<id>/tasks.json— versioned structured tasks (schema_version: 1).
Both files in one entry is an ambiguity error: progress, acceptance, archive, and merge all fail closed until exactly one remains. Do not "migrate" a change from one format to the other while implementing it.

Rules that gate acceptance:

Each finding ID gets one automatic repair attempt: if the same ID comes back open, runtime stops with

Truthful Completion Rules
Before changing any task to [x], verify all applicable conditions below are true:
- The repository contains the required implementation artifact for that task.
- Code task -> matching
src/, app, config, or script diff exists. - Test task -> matching
tests/diff exists. - Wiring/integration task -> real entrypoint/call-site/config hookup exists.
- Spec-only task -> it is explicitly documentation/spec work rather than implementation work.
- Code task -> matching
- The artifact is reachable from the intended flow when the task claims runtime integration.
- The relevant verification command has been run successfully, or concrete blocker evidence has been recorded.
- The task description still matches reality. If the task is too broad or ambiguous, refine it before completion.
- Tasks claiming unit-test coverage are complete only when tests are genuinely unit-scoped and do not rely on real stateful external boundaries.
- If added tests require real stateful external boundaries, classify them as integration/e2e evidence; do not use them as unit-test completion evidence.
- Unit-test completion is invalid when the only evidence is integration-style tests that exercise real git/process/filesystem/network/database/timer flows.
- The planned verification path from proposal/tasks (for example:
unit,integration,e2e,manual,benchmark,not-testable) is identified before completion is claimed. - The evidence type is consistent with the planned verification type; mismatches MUST be recorded as follow-up work instead of being marked complete.
Planned Verification Alignment
Apply MUST connect proposal planning and implementation truthfulness:
- Read planned verification ownership from proposal/task context before closing each implementation task.
- Treat
manual,benchmark, andnot-testableas intentional verification paths when explicitly planned. - Do not block completion only because unit/integration tests are absent if the planned path is intentionally non-test automation.
- If verification ownership is missing or ambiguous for behavior-changing work, do not silently assume unit tests; add follow-up tasks to clarify planning/enforcement alignment.
- If planned type and evidence type diverge (for example, planned
unitbut only integration-style evidence exists), keep the task open or add explicit mismatch follow-up before completion. - Record the mismatch with concrete evidence so acceptance can enforce the same verification model.
Evidence type guide:
- Unit evidence: isolated logic tests with mocks/fakes/in-memory doubles only.
- Integration evidence: tests touching real filesystem/process/VCS/network/database/timer or other stateful boundaries.
- Manual evidence: explicit operator/tester procedure and result ownership.
- Benchmark evidence: reproducible performance measurement artifact (command, metric, threshold, result).
- Not-testable evidence: explicit rationale for why automated verification is not feasible plus ownership of ongoing manual/runtime checks.
If verification mismatch is discovered during apply, append unchecked follow-up tasks similar to:

Do not mark the parent implementation task complete until mismatch follow-up is represented truthfully in tasks.md.
Never mark a task complete based only on any of the following:
openspec/files were updated- the task file was normalized
- a proposal was archived or merged
- code was discussed but no runtime/test artifact was added
- a stub placeholder was added where a real execution path was required
Bounded Verification Discipline
Autonomy is not permission for unbounded verification. Apply runs inside a
bounded invocation whose absolute runtime limit Conflux enforces
(command_max_runtime_secs, default 10800s / 3 hours, 0 disables it). A verification
loop that outlives that budget produces no evidence at all: the process group is
terminated, and the next iteration sees unchanged tasks with nothing to consume.
Single-run by default. Run a verification command once. Its first completed result is the evidence. Re-running a command that already passed adds no evidence and consumes the invocation budget that remaining tasks need.
No-change stability loops are PROHIBITED. Never re-run a command "to confirm it is stable", "to make sure", or "a few more times" when nothing in the repository or environment changed between runs. Identical input produces identical evidence; the repetition only burns the budget.
At most three evidence-bearing executions. The identical verification command may run at most three times within one Apply invocation, and every re-execution after the first MUST be justified by new evidence recorded before it starts:
- a repository repair (a concrete code, test, config, or fixture diff), or
- a concrete environment recovery (a named prerequisite that was unavailable and is now verifiably available).
A retry with neither justification is a prohibited stability loop. Reaching the third execution without a truthful result requires blocker handoff, never a fourth execution.
Use the runtime's managed execution facility. When the harness provides one (for example a managed background/exec tool), run long verification through it so the command is owned and bounded. This skill does not depend on any specific timeout wrapper. When bounded execution cannot be guaranteed at all, stop with structured blocker evidence rather than starting an unbounded command.
Non-completing verification is a blocker, not more waiting. When a required verification cannot finish inside the bounded invocation, or remains nondeterministic after evidence-bearing retries, record the matching Implementation Blocker and return control to Conflux:

Both are recoverable holds. They MUST carry the command, each attempt with its
duration and outcome, the bounded output evidence, the repository-diff or
environment-recovery evidence for each retry, impact, unblock condition, next
action, and resumability. Neither may create REJECTED.md: a verification that
timed out or flaked says nothing about whether the change intent is valid.
Never end a response while a verification command is still running, and never report "tests are running" as a result. See Background Verification Is Never Complete Work.
Heavy gates stay where the proposal put them. Docker, database, heavy, credentialed, deployed-service, and long-running repository-wide suites belong to repository automation, Acceptance, or operational observation. Do not adopt one as Apply-blocking work that the proposal did not declare as a bounded repository-local verification.
Task Management
Move to Future Work ONLY if:
- Requires human decision-making or judgment
- Requires external system access outside repository
- Requires long-wait verification (>1 day)
- Already marked with '(future work)'

Checkbox Rules
Active sections: Must have checkboxes - [ ] or - [x] only for implementation, test, documentation, configuration, or verification work that changes or verifies repository behavior.
Do not add checkboxes for review-process meta work:
- Do not create acceptance follow-up sections; the runtime owns them.
- Do not delete, move, rewrite, split, or refine a runtime-owned acceptance finding. Keep its text unchanged. Inside the runtime-owned section, only change its checkbox and add one-line evidence using the exact
evidence: <one-line evidence>form; never add ordinary paragraphs, headings, fenced blocks, unindentedEvidence:labels, or other notes there. Put longer notes in a non-checkbox section outside the runtime-owned section, then immediately mark that existing finding[x]after the fix is verified. - Do not add checkbox tasks for final OpenSpec validation, archive-gate validation, archive readiness, or "move validation out of checkboxes" cleanup.
- If acceptance reports an archive-gate or verification-note issue, edit the affected existing task note or move final validation text to a non-checkbox section; do not create a new active task to describe that cleanup.
Narrative non-task sections (Future Work, Out of Scope, Notes, Final Validation, Acceptance Notes, Implementation Blocker): Must NOT have checkboxes. Ordinary prose and non-checkbox - bullets are allowed here and are never counted as tasks.
Active task sections must not contain top-level non-checkbox bullets. A line such as - evidence: cargo test passed or - note: ... in an active section fails native validation with Possible task without checkbox, even when every checkbox is already [x]. Record such content either as part of the checkbox task line itself or in a narrative non-task section.
Do not confuse the two evidence forms:

Unit Test Boundary Policy
- Unit tests MUST NOT directly depend on real stateful external boundaries.
- Treat the following as unit-test external boundaries: VCS/SCM, network/API, database, real filesystem state, real OS process/CLI tool execution, clock/sleep/timer, and environment-dependent permissions/credentials/OS state.
- For logic-oriented tasks, extract decision logic into helpers/traits/interfaces/pure functions and verify with mocks/fakes/in-memory doubles.
- If a test must exercise real external boundaries, classify it as integration/e2e rather than unit.
Mock-First Policy
- Mock external dependencies when possible
- Do not block on missing API keys/credentials
- Implement stub/fixture for external services
- For unit-test tasks, isolate decision logic from boundary access and verify with mocks/fakes/in-memory doubles
- Unit-test completion is invalid when tests rely on real stateful external boundaries
- Only truly non-mockable dependencies go to Future Work
Implementation Blocker Escalation
If apply determines the change is currently impossible to implement because the change intent is terminally invalid (for example: spec contradiction or policy/constitution constraint), do not loop blindly.
Recoverable infrastructure blockers MUST NOT be escalated as terminal rejection proposals. Docker daemon unavailable, Docker image pull DNS/network timeout, package registry timeout, external service outage, missing non-mockable external credential, rate limit, port conflict, managed verification jobs that are still running/pending, verification that cannot complete inside the bounded invocation (verification_timeout), and verification that stays nondeterministic after evidence-bearing retries (verification_unstable) are non-terminal recoverable holds. Record concrete blocker details in the resolved task file and use the runtime's blocker handoff artifacts; do not create REJECTED.md for these recoverable cases.
You report facts; Conflux owns the lifecycle classification. Conflux validates what you record and decides whether the change becomes operator-facing blocked (a validated non-repository prerequisite with a verifiable unblock condition) or stalled (no semantic progress, repeated findings, or an exhausted retry budget). Never assert a canonical lifecycle status in prose, and never treat the BLOCKED outcome token spelling as the classification itself. Repository-fixable work and anything a mock, fake, stub, or fixture can satisfy is not an external prerequisite — keep working on it instead.

Before you return:
git addevery file this change owns, including new files.- Run
git status --porcelain. - It must print no line whose second column is non-blank and no
??line. A staged-then-re-edited file showsMM; that is a dirty worktree column and fails the check. Stage the newer content or revert it. - Do not commit. Conflux runs the hook-enabled final commit itself and streams its output back to the operator.
If the workspace is not clean when tasks are complete, Conflux does not create a
WIP snapshot or a final commit. It leaves the workspace exactly as you left it,
records incomplete_stage feedback naming the affected paths, and runs another
Apply iteration whose only job is to finish the staging. That iteration spends
the same bounded budget as any other, so leaving stray files behind costs real
retries.
Background Verification Is Never Complete Work
A verification command that is still running when you return has produced no evidence. Conflux terminates the process group at the finalization barrier, so a repository-wide test you backgrounded is killed, not finished, and the next iteration sees unchanged tasks with no result to consume.
- Run verification in the foreground and wait for its exit status.
- Never end a response with "tests are running" or an equivalent claim.
- If a required command genuinely cannot complete inside one iteration, record an Implementation Blocker with concrete evidence instead of returning early.
