When To Use This Skill
- You are covering a story involving a specific law, regulation, or policy and need to understand where it came from before interviewing officials who shaped it
- A source claims a law "was always intended" to do something, and you want to know whether the legislative record supports that claim

What You Need To Provide
Required: The name or description of the law, regulation, or policy. The jurisdiction (country, state or province, or international body). A brief statement of why it matters to your story.

Plain prose throughout; named sections with short headers. No legal citation format.
Quality Criteria
- The original political context for the law's creation is explained in at least one sentence
- At least one amendment or significant reinterpretation is described if the law has been in force for more than ten years
- The "Intent vs. application" section is present if there is a meaningful gap between what the law was designed to do and how it operates today
- The "Sources to seek" block identifies specific document types (parliamentary records, regulatory filings, court decisions) rather than generic suggestions
