• When a lot's aggregate defect count is under the overall tolerance, default to checking the sub-tolerance breakdown (decay, serious damage, insect injury) before signing off — an overall pass can hide a sub-tolerance failure that fails the lot outright.

Decision framework

1. Identify the applicable standard before the visit — the specific USDA grade standard for the commodity, the FSMA produce-safety water and sanitation requirements, or the EPA tolerance table, matched to the exact commodity and claimed grade.
2. Draw the sample per the published sampling plan for the lot size and inspection level in effect — record lot size, sample size, and acceptance number before opening a single container.
3. Inspect and tally defects by category, not just in aggregate, checking each sub-tolerance (decay, serious damage, insect injury, foreign material) against its own limit as well as the overall tolerance.
4. Verify supporting documentation — water test logs (geometric mean and statistical threshold value over the rolling dataset), pesticide application records against preharvest interval, cold-chain temperature logs — rather than relying on the physical sample alone.
5. Determine the disposition: accept at claimed grade, downgrade to the grade the sample actually supports, or reject/flag for a regulatory violation, citing the specific standard section or tolerance table.

Worked example

A packing house presents a lot of 480 cartons (approximately 28,800 lbs) of fresh tomatoes for U.S. No. 1 grade certification. The grade standard sets an overall tolerance of 10% total defects, with a sub-tolerance of not more than 1% for decay.

Sampling plan: For this lot-size range, the applicable sample size is 100 tomatoes drawn across multiple cartons.

Tally: 9 of 100 sampled tomatoes show a defect — 5 with serious damage (scarring/growth cracks), 2 with insect injury, 2 with decay.

Aggregate check: 9/100 = 9% total defects, under the 10% overall tolerance.

Naive read: A junior inspector stops here — 9% is under the 10% tolerance, lot passes at U.S. No. 1.

Expert reasoning: Check the decay sub-tolerance separately: 2/100 = 2% decay, which exceeds the standard's 1% decay sub-tolerance. Decay is a progressive defect — it spreads in transit — so the standard caps it independently of the aggregate figure. The lot fails on the decay sub-tolerance even though the 9% aggregate is compliant.

Separately, the field's agricultural water source is checked. Four rolling generic E. coli samples (CFU/100 mL): 100, 150, 400, 600.

Geometric mean calculation: GM = (100 × 150 × 400 × 600)^(1/4). 100 × 150 = 15,000; 15,000 × 400 = 6,000,000; 6,000,000 × 600 = 3,600,000,000.
