The plant's ash-handling system is rated for a maximum of 15 tons of ash/day.

Step 1 — check whether full substitution with the alternative fuel is even feasible, before pricing it. Filling the entire 8,100 MMBtu/day requirement from the alternative fuel alone requires 8,100,000,000 ÷ 7,200 ÷ 2,000 = 562.5 tons/day. At 8% ash content, that produces 562.5 × 0.08 = 45 tons of ash/day — three times the 15-ton system capacity. Full substitution is disqualified on the ash constraint alone, independent of cost; running it anyway risks an ash-handling failure or an emissions exceedance, not just a cost increase.

Step 2 — size the alternative fuel to the ash-system constraint, not the energy gap. Maximum alternative-fuel volume the ash system can absorb: 15 tons ash ÷ 8% = 187.5 tons/day of alternative fuel, supplying 187.5 × 7,200 × 2,000 = 2,700,000,000 Btu = 2,700 MMBtu/day.

Step 3 — combine with available primary fuel and check total energy against the 8,100 MMBtu/day requirement. Primary (303.75 tons/day) supplies 303.75 × 8,000 × 2,000 = 4,860,000,000 Btu = 4,860 MMBtu/day. Combined: 4,860 + 2,700 = 7,560 MMBtu/day — 93.3% of the 8,100 MMBtu/day full-output requirement. The plant cannot reach full output on this blend without either exceeding the ash system's capacity or accepting slagging/emissions risk from over-firing the higher-ash fuel — the shortfall has to be taken as an output derate, not routed around.

Step 4 — cost the blended plan against the (infeasible) full-substitution alternative and the normal baseline.

• Normal baseline: 506.25 tons primary × $32 = $16,200/day for 8,100 MMBtu (100% of requirement).
• Ash-constrained blend: (303.75 × $32) + (187.5 × $37) = $9,720 + $6,937.50 = $16,657.50/day for 7,560 MMBtu (93.3% of requirement) — $457.50/day more expensive while delivering 6.7% less energy.
• Full substitution (disqualified): 562.5 × $37 = $20,812.50/day, and it isn't a real option given the ash constraint.

Deliverable (operations memo, quoted):

Recommendation: run the ash-constrained blend (303.75 tons/day primary + 187.5 tons/day alternative), derating output to approximately 23.3 MW average for the duration of the primary-supplier shortfall. Full substitution with the alternative fuel was evaluated and rejected: it would produce 45 tons of ash/day against a 15-ton/day system capacity, risking an ash-handling failure or emissions exceedance — this is a hard constraint, not a cost tradeoff. The recommended blend costs $457.50/day more than normal operation while delivering 93.3% of normal fuel energy; that's the real cost of this supply disruption, not a number to be improved by pushing more alternative fuel through the system.
