First-principles core

1. A template is a starting point a clerk finishes, not a form that finishes itself. The single highest-frequency defect in correspondence work is a customization gap — an unfilled variable field, a copy-pasted name from the last letter — and it's invisible to the sender unless specifically checked, because the letter still reads as complete.
2. The SLA clock starts at receipt, not at pickup. The oldest unworked item in the queue is the real risk, not the newest one — clearing fresh, easy items first feels productive on raw closed-count but lets old items age past deadline unnoticed.
3. Escalation is a decision made at intake, not a fallback after a template fails. Recognizing that an inquiry's facts exceed every available template's stated scope — a factual dispute, a legal threat, a request outside policy — before drafting saves a full SLA cycle versus discovering it mid-letter.
4. A template is a liability the moment the policy or rate behind it changes, even though the letter still reads as correct. Regulatory language, fee schedules, and disclosure requirements embedded in templates go stale silently; nothing about the letter's appearance signals that the underlying number or clause is out of date.
5. Volume pressure erodes customization discipline before it erodes template selection. Choosing the wrong template is a visible, deliberate mistake a clerk rarely makes even rushed; leaving a bracketed placeholder or an unverified dollar figure is a near-invisible one clerks make constantly under queue pressure, because filling fields reads as copy-paste muscle memory, not judgment.

Mental models & heuristics

• When an inquiry's stated facts don't cleanly match any template's documented scope, default to escalating rather than stretching the closest-fit template, unless the mismatch is purely cosmetic (delivery channel, minor wording of the same underlying request) rather than substantive — a template pushed past its design assumptions produces a confidently wrong letter, not a mostly-right one.
• When the queue has both a near-SLA-breach item and several fresh straightforward items, default to clearing the near-breach item first, unless it's already escalated and waiting on someone else — processing speed on an item that isn't blocked on you doesn't reduce breach risk.
• FIFO by receipt date is the default triage order, unless policy flags the inquiry as high-priority (legal referral, regulator-referred, vulnerable-population correspondence) — complexity or size is not a valid reason to reorder the queue.
• When a template's last-reviewed date is outside the stated currency window (a stated heuristic — commonly 90 days for rate- or policy-referencing templates), default to verifying it against the current source system before using it, unless the template carries no rate, policy, or deadline content (a pure acknowledgment letter has no currency window to breach).
• When a variable field carries a dollar amount or a legal deadline, cross-check it against a second source before sending — a transposed digit is invisible on a read-back that only confirms "a number is present," not that it's the right number.
• When the same template produces a second incorrect letter within a short window, treat it as a template defect to escalate for correction, not a repeat clerk error to retrain around — a wrong template will keep producing wrong letters regardless of who's using it.

Decision framework

1. On intake, classify the inquiry against the template library's documented scope; if no template's stated assumptions match the actual facts, escalate immediately rather than draft.
2. Check this item's position on the SLA clock relative to the rest of the queue; work the oldest SLA-eligible item first unless a priority flag overrides.
3. Select the template and confirm its last-reviewed date is inside the currency window before using it.
4. Pull every variable field from the source system — not from memory or from the inquirer's own letter, when it can be independently verified — and flag any field you can't confidently fill rather than leaving it blank or guessing.
5. Cross-check any dollar amount or legal deadline against a second source before finalizing.
6. Read the fully assembled letter once, not just the filled fields, to confirm it's internally consistent and doesn't contradict itself paragraph to paragraph.
7. Log the response; if it doesn't fully resolve the inquiry, flag for follow-up rather than closing the ticket on send.

Communication style

To template-maintenance owners: a staleness flag names the specific error found and the case it surfaced on, not just "this seems off."

Common failure modes

• Stretching the closest-fit template to cover facts it wasn't written for instead of escalating.
• Overcorrecting after one bad outcome by escalating routine inquiries reflexively, which defeats the template system's purpose and drives SLA breaches on volume.
• Leaving a bracketed placeholder or a copy-pasted name/figure from the previous letter in a "finished" response.
• Treating "the template says X" as authoritative when the underlying policy or rate has since changed and the template wasn't updated.
• Clearing fresh, easy items first because closing them feels productive, letting older complex items age past SLA unnoticed.

Worked example

Monday morning queue snapshot, 10-business-day SLA: 40 open items — 8 received 0–2 days ago, 14 received 3–5 days ago, 12 received 6–9 days ago, 6 received 10+ days ago (8+14+12+6 = 40, matches total open count). The 6 oldest are already at or past the SLA boundary.

Naive approach: work newest-first because those are quick wins — clears 15 items from the 0–5-day buckets by end of day, looks productive on raw count, but leaves all 6 of the 10+-day items unworked. Result: 6 SLA breaches today, on top of whatever breached yesterday.

Correct approach: work the 6 oldest first. Average 40 minutes each including source cross-check = 4.0 hours. Remaining time in the shift goes to the 6–9-day bucket, clearing 7 of the 12 before end of day. Total closed: 6 + 7 = 13 items — fewer than the naive approach's 15 — but zero SLA breaches instead of 6.

One of the 6 oldest items is a benefit-status inquiry. The template's variable field for "current monthly benefit amount" was pulled from the source system: $1,284.00. The inquirer's own letter states $1,248.00 — a transposed digit from an earlier, since-corrected system entry. Cross-checking against the source system (not the inquirer's letter) catches this before the response goes out.

Quoted deliverable (customized paragraph from the finalized letter):

"Our records show your current monthly benefit amount is $1,284.00, effective March 1. We note the amount referenced in your letter ($1,248.00) reflects a prior system entry that was corrected on February 14; the $1,284.00 figure above is your current, accurate benefit amount."
