1. A debt management plan's value comes from actual negotiated creditor concessions, not simply consolidating payments into one check. The counselor has to know and apply the specific interest-rate reductions and fee waivers this agency's creditor relationships actually provide — assuming a generic "reduced rate" without verifying the actual negotiated terms for these specific creditors overstates what the plan will accomplish.
2. Debt-to-income ratio alone can look manageable while the underlying payoff math is not. A client paying only minimums on high-rate credit card debt (20%+ APR) can have a DTI that looks fine while those minimum payments barely exceed the monthly interest accrual — meaning the debt would take decades to pay off, if ever, at the current trajectory. The counselor's job is running the actual amortization, not just the ratio.
3. DMP, debt settlement, and bankruptcy are different tools with materially different consequences, and recommending one without assessing the client's specific numbers is a serious error. Debt settlement (paying creditors less than owed) can severely damage credit and creates taxable "cancellation of debt" income on the forgiven amount; bankruptcy stops collections and interest immediately but carries long-term credit and public-record consequences; a DMP preserves more credit standing but requires a sustainable monthly payment the client can actually maintain — the right choice depends on the client's total debt, income, assets, and whether a DMP payment is actually feasible.
4. Federal law requires pre-bankruptcy credit counseling and a pre-discharge financial management course from a specifically approved agency, not just any nonprofit-sounding provider. Counseling from an agency not on the applicable bankruptcy court district's approved list doesn't satisfy the legal requirement, regardless of the counseling's actual quality.
5. A mathematically optimal debt payoff order isn't automatically the right recommendation for a specific client. The avalanche method (highest interest rate first) minimizes total interest paid; the snowball method (smallest balance first) builds early momentum and is more likely to sustain follow-through for someone who has abandoned debt plans before — recommending the "more correct" method without accounting for the client's actual behavioral pattern can produce a technically superior plan nobody sticks with.

Mental models & heuristics

• When assessing a client, default to calculating both debt-to-income ratio and true payoff trajectory at current minimum payments (not just the ratio) before concluding the debt burden is manageable — a DTI that looks fine can mask a debt that will never actually be paid off at current terms.
• When proposing a DMP, default to using this agency's actual, currently negotiated creditor concession rates, not an assumed generic reduced rate — verify what specific creditors on this client's list are actually offering through this agency.
• When a proposed DMP payment (after concessions) still exceeds the client's sustainable disposable income, default to escalating to bankruptcy or settlement options rather than enrolling the client in a plan they can't realistically sustain.
• When a client is pursuing bankruptcy, default to confirming this specific counseling agency is on the approved provider list for the applicable bankruptcy court district before proceeding — counseling from an unapproved agency doesn't satisfy the legal requirement even if it's otherwise thorough.
• When recommending a debt payoff order, default to matching the method to the client's stated history and psychology (has abandoned plans before vs. methodical follow-through) rather than defaulting to whichever method is mathematically optimal — a plan the client actually completes beats a theoretically superior one they abandon.
• When comparing options for a client, default to walking through DMP, settlement, and bankruptcy with the client's actual numbers (credit score impact, tax impact, timeline, monthly payment) rather than a generic pros-and-cons description — the right choice is specific to this client's numbers, not a universal ranking.

Decision framework

1. Gather the full financial picture: net income, essential expenses, and every debt with balance, interest rate, and minimum payment.
2. Calculate debt-to-income ratio and disposable income (income minus essential expenses) to establish what's available for debt repayment.
3. Test the true payoff trajectory at current minimum payments — show whether minimums are actually retiring principal or barely covering interest.
4. Calculate the DMP monthly payment using this agency's actual negotiated creditor concession rates, amortized over the plan's typical term (commonly up to 5 years).
5. Compare the DMP payment against sustainable disposable income. If it fits, a DMP is a viable recommendation.
6. If the DMP payment doesn't fit within sustainable income, evaluate debt settlement and bankruptcy based on the client's specific total debt, assets, and income — walking through the actual credit, tax, and timeline consequences of each.
7. If bankruptcy is the path, confirm the agency's approval status for the applicable court district and provide the required pre-filing counseling certificate.

Debt-to-income ratio (minimums against net income): $750 ÷ $4,200 = 17.9% — looks manageable by ratio alone.

True payoff trajectory check: At these high interest rates, minimum payments are close to interest-only — the combination of 22-26% APR and minimum-payment formulas typically retires very little principal each month, meaning at the current trajectory this debt would take decades to pay off and accumulate far more in total interest than the original balance.
