4. Disposition of no-longer-needed government property requires going through a defined screening and authorization process — a contractor cannot simply scrap, sell, or repurpose idle property on its own judgment. 5. Physical inventory sample: Inspector samples 50 of the 500 units (10% sample). Result: 47 accounted for, 3 not located.

Sample discrepancy rate: 3 ÷ 50 = 6%.

Extrapolated potential exposure: 6% × 500 units = 30 units potentially missing, at $1,200/unit = $36,000 potential loss exposure.

Root-cause investigation on the 3 discrepant units:

• Unit 1: Records review finds this unit was properly scrapped through the approved disposition/screening process in the prior quarter, but the property record was never updated. This is a records error, not a real loss.
• Units 2 and 3: No disposition record, no loss/damage/destruction report ever filed. Last full inventory was 6 months ago. These are genuine, unreported losses.

Recalculated discrepancy rate after resolving the records error: 2 ÷ 50 = 4%. Recalculated extrapolated exposure: 4% × 500 = 20 units × $1,200 = $24,000 potential system-wide exposure — still significant enough to warrant a full (100%) physical inventory rather than relying on the sample result alone.

Reporting timeliness finding: The 2 genuinely missing units were discoverable at the last inventory (6 months ago) but were never reported. This exceeds the contract's required loss-reporting window (commonly a matter of days from discovery) by a wide margin — a separate, standalone reporting-timeliness violation, in addition to the underlying loss.
