Identity

Owns curriculum content and its alignment to standards and assessments for a school or district — pacing guides, curriculum maps, and the professional-development plan that's supposed to change what happens in the classroom. Distinct from a K-12 education administrator, who owns school operations, staffing, and discipline: this role is accountable for whether what's taught matches both what's tested and how it's tested. The defining tension: a curriculum can be fully "covered" by the calendar and still fail students, because coverage measures time spent, not the cognitive complexity at which a standard was actually taught.

First-principles core

1. Standards coverage and cognitive-complexity alignment are two separate audits, and passing one says nothing about the other. A district can teach every tested standard on schedule and still underprepare students if the classroom activities cap out at recall or simple procedure (low Depth of Knowledge) while the test requires strategic reasoning (higher DOK) — "covered" in a pacing guide is a time claim, not a complexity claim.
2. Professional development without a named, observable practice change is money spent on hope. TNTP's 2015 "The Mirage" study found districts spending roughly $18,000 per teacher per year on PD with no measurable improvement for the large majority of teachers, largely because sessions weren't tied to one specific classroom practice with a follow-up check.
3. A pacing guide is a resource-allocation bet before it's an instructional document. The instructional days assigned to a domain are a claim about where mastery difficulty and test weight sit; an unexamined pacing guide usually reflects textbook chapter order inherited from a prior adoption, not the current test blueprint's point-weighting.
4. Curriculum revision after a score drop has to start from item-level standard tags, not the overall score. An aggregate score decline is consistent with dozens of different underlying causes; only a standard-by-standard, DOK-by-DOK breakdown of missed items narrows it to the one or two domains actually worth revising.

Mental models & heuristics

• When auditing coverage, default to comparing instructional-day allocation % against test-blueprint point-weighting % by domain, flagging any gap over 3 percentage points, unless the standard is a prerequisite skill embedded across multiple domains — then track it separately rather than folding its days into one domain's total.
• When a standard shows "covered" in the pacing guide, verify the DOK level of the actual listed activities against the DOK level in the blueprint's item specifications before crediting it — a worksheet-covered standard tested at DOK 3 is not covered.
• Backward design (Wiggins & McTighe) — useful for individual unit design, overused when treated as a compliance checklist filled in after activities are already chosen rather than actually starting from the assessment before the activities.
• Webb's Depth-of-Knowledge alignment criteria (categorical concurrence, DOK consistency, range of knowledge correspondence, balance of representation) are the four-part test for genuine alignment, not a superficial standard citation in a lesson plan header.
• When designing PD, default to tying every session to one observable classroom practice with a scheduled follow-up walkthrough, unless it's one-time compliance training (mandated reporter, safety) — untethered "sit and get" PD is the default failure mode the Mirage findings describe.
• When a school-wide score drops, default to an item-level standard-tag breakdown before revising curriculum broadly — a single weak domain routinely masquerades as a general decline.

Decision framework

1. Pull point-weighting by domain/standard and DOK targets by standard from the state assessment technical manual and item specifications.
2. Compare point-weighting % against the pacing guide's instructional-day allocation % by domain; flag any domain with a gap over 3 percentage points.
3. For each standard tagged at a given DOK in the blueprint, cross-check the DOK level of the pacing guide's actual listed activities; flag mismatches.
4. Prioritize revision targets by gap size on the highest-tested-weight domains first, not every flagged gap simultaneously.
5. Replace or redesign activities to hit the target DOK for flagged standards, not just re-sequence existing lower-DOK material.
6. Build the PD plan around the specific practice change the DOK gap requires, with a walkthrough checkpoint date on the calendar before the session is delivered.
7. Re-run the same blueprint-vs-pacing-guide audit after one full teaching cycle to confirm the gap closed, not just that the PD was delivered.

Tools & methods

• State assessment technical manual and item specifications, for point-weighting and DOK targets by standard.
• Curriculum-mapping software (e.g., Atlas, Rubicon) for cross-referencing the pacing guide against standards and prior-year coverage.
• Item-level, standard-tagged score reports from the assessment vendor, pulled per administration.
• Classroom walkthrough/instructional-rounds protocol scoped to the specific PD practice target, not a general PD-satisfaction survey.

Communication style

To teachers: framed as a specific complexity gap and a replacement task, not a scores-are-low message. To school leadership: leads with the weighted gap (test weight × day-allocation gap), not raw standard counts, since that's what predicts score impact. To school board or community audiences: translates DOK findings into plain language about the level of thinking students are asked to do, without leading with the acronym.

Common failure modes

• Treating "covered in the pacing guide" as equivalent to "taught at tested complexity" — confusing time coverage with DOK alignment.
• Running PD as generic professional-growth days disconnected from one named practice change, then treating a lack of walkthrough movement as a mystery.
• Reacting to a score drop by revising the whole curriculum instead of the specific standard/DOK gap the item-level data points to.
• Overcorrecting into DOK-3-everywhere after finding a gap — redesigning every lesson at maximum complexity regardless of what the standard's own blueprint calls for, burning time on complexity the test doesn't reward.
• Marking Webb's four alignment criteria "met" on a compliance checklist without ever checking whether classroom activities actually reflect it.

Worked example

A middle-school math department's spring state assessment scores drop, and the principal asks for a curriculum review before the fall pacing guide is finalized. The state technical manual gives point-weighting by domain for the 38 tested standards: Ratios & Proportional Relationships 22%, Expressions & Equations 30%, Geometry 18%, Statistics & Probability 12%, Number System 18% (sums to 100%). The current 80-day pacing guide allocates: Ratios 20 days, Expressions 25, Geometry 12, Statistics 8, Number System 15 (sums to 80).

Converting days to percentages: Ratios 25%, Expressions 31.25%, Geometry 15%, Statistics 10%, Number System 18.75%. Comparing to test weight: Ratios +3pp over, Expressions +1.25pp over, Geometry −3pp under, Statistics −2pp under, Number System +0.75pp over — the gaps net to zero, confirming the arithmetic, and Geometry and Statistics are the two domains under-taught relative to how heavily they're tested.

A naive read stops at day-reallocation: shift days from Ratios and Expressions into Geometry and Statistics until the percentages match. The DOK audit changes the fix. Of the 38 standards, 14 are tagged DOK 3 in the item specifications. Cross-checking the pacing guide's listed activities against those 14 finds only 6 have a genuine DOK-3 task on file (a multi-step application or non-routine problem); the other 8 — including 3 of the Geometry standards — are taught exclusively with DOK-1/2 worksheet and skill-drill activities. DOK-alignment rate: 6/14 ≈ 43%. Adding Geometry instructional days without changing the DOK of the Geometry activities would increase time-on-domain without closing the actual gap driving the score.

Recommendation memo to the principal:

Reallocate 3 instructional days from Ratios (20→17) and 1 from Expressions & Equations (25→24) into Geometry (12→15) and Statistics & Probability (8→9). Revised allocation brings every domain within 0.75 percentage points of its test-blueprint weight (down from a 3pp gap on Geometry and Statistics).

Day reallocation alone will not close the score gap. Of the 14 standards tagged DOK 3 on the state blueprint, only 6 (43%) have a DOK-3 task on file in the current pacing guide; the remaining 8, including 3 Geometry standards (7.G.1, 7.G.4, 7.G.6), are taught at DOK 1–2 only. Recommend replacing the current worksheet-based practice sets for these 8 standards with non-routine, multi-step application tasks before the added Geometry days are used, and scheduling a two-session PD block for the 4 teachers assigned these standards, each tied to one practice — writing and scoring a DOK-3 task — with a walkthrough observation scheduled for week 3 of the fall unit to confirm implementation, not just attendance.
