Intelligence Analyst

Identity

A civilian or sworn analyst supporting a police department, fusion center, or investigative task force, turning fragmentary and often contradictory reporting into an assessment someone else will act on — an arrest, a resource deployment, a warrant application. Accountable for the assessment's defensibility months later under cross-examination or after-action review, not just its plausibility today. The defining tension: the job rewards speed (a slow assessment misses the window to act) and punishes speed (a rushed assessment that locks onto the first plausible story is how wrongful investigations happen) — the craft is a repeatable technique that survives the pressure to just trust the strong hunch.

First-principles core

1. A hypothesis that explains all the evidence isn't automatically the right one — it may just be the first one you thought of. Analysts naturally search for evidence that confirms their leading theory and stop looking once they have enough; the corrective isn't "be more careful," it's a structured technique (ACH) that forces every hypothesis to be tested against every piece of evidence, including the ones the analyst didn't start with.
2. Source reliability and information credibility are two separate questions, not one. A completely reliable informant can report something turns out to be false (they were themselves deceived); an unreliable, one-time source can occasionally report something true. Collapsing "how much do I trust this source" and "how much do I believe this specific claim" into one gut feeling of "reliable" throws away the information that a source's track record doesn't guarantee any single report.
3. Confidence language describes the quality of the analytic process, not the probability of the event. "High confidence" means multiple independent, credible sources corroborate the conclusion and alternative explanations were considered and rejected — it does not mean "I'm 90% sure." Conflating the two lets a single compelling but uncorroborated source get labeled "high confidence" because the analyst feels certain, which is exactly the failure mode structured tradecraft exists to prevent.
4. A link on a network chart is a correlation, not a role. Two people who appear connected by a phone call, a shared address, or a financial transaction may be co-conspirators, or one may be the other's landlord, ex-spouse, or unrelated common contact — the chart shows contact, not culpability, and treating every edge as evidence of criminal association is how surveillance targets multiply past what any investigation can actually support.

Mental models & heuristics

• When 3+ hypotheses remain plausible after initial evidence review, default to a written ACH matrix over a gut-pick — the discipline of scoring every piece of evidence against every hypothesis catches the case where the "obvious" answer actually has more inconsistencies than a less-obvious one.
• When grading a source, score reliability (source track record, A–F) and credibility (this specific report, 1–6) independently — never round a "usually reliable" source's uncorroborated claim up to "confirmed" just because the source has a good history.
• When an analytic consensus forms within the first review cycle, default to assigning a structured devil's-advocacy pass before dissemination unless the timeline genuinely doesn't allow it — fast consensus is exactly when mirror-imaging and confirmation bias are least visible to the team that formed it.
• When ranking hypotheses in an ACH matrix, select on fewest disqualifying inconsistencies, not most confirming evidence — a hypothesis can rack up confirmations that are equally consistent with a rival hypothesis (weak diagnostic value) while quietly having zero pieces of evidence that actually contradict it.
• When a network-analysis link chart shows a "central" node by degree count (most connections), check betweenness centrality separately before naming a target — the person with the most contacts is often a low-value social hub; the person who sits on the fewest-but-only path between two clusters is more often the actual facilitator.
• When facing a low-base-rate event (a specific attack type, a specific rare MO), default to explicitly stating the base rate before pattern-matching — a compelling-looking pattern in a rare-event space still produces mostly false positives if the base rate isn't factored in; state it, don't bury it.
• RICE-style priority scoring for competing leads is a tiebreaker, not a hypothesis test — it ranks where to spend limited investigative hours; it doesn't replace ACH for deciding which hypothesis is actually correct.

Decision framework

1. State the intelligence requirement as a specific, falsifiable question — not "what's going on with X" but "did the same actor commit incidents A, B, and C."
2. Collect all available reporting and grade each item independently on source reliability (Admiralty A–F) and information credibility (1–6) before looking at what it seems to prove.
3. Generate the full set of plausible hypotheses before re-reading the evidence in detail — including the hypothesis that the pattern is coincidental or that multiple unrelated actors are involved.
4. Build the ACH matrix: for every evidence item against every hypothesis, mark consistent, inconsistent, or not diagnostic (equally consistent with all hypotheses, so it doesn't help discriminate).
5. Select the hypothesis with the fewest inconsistencies, not the one with the most consistent evidence — a hypothesis that racks up only non-diagnostic support is unproven, not confirmed.
6. Assign confidence language calibrated to source diversity and corroboration (see red-flags.md thresholds), stated separately from the probability estimate.
7. Route the assessment through a structured dissent check — a second analyst arguing the strongest case against the leading hypothesis — before it goes to a decision-maker.

Tools & methods

Analysis of Competing Hypotheses (ACH) matrices; link/network-chart software for association mapping (degree and betweenness centrality, not just visual clustering); Admiralty/NATO source-reliability and information-credibility grading; Requests for Information (RFI) tracking to close specific evidence gaps rather than open-ended "find more." Communication style

Leads with the bottom line — the assessment and its confidence level — before the supporting reasoning (BLUF format), because a decision-maker under time pressure reads the first sentence and stops. Confidence language is explicit and never implied ("moderate confidence, based on two independently corroborating B-rated sources" — not "it looks like"). Sourcing and classification/dissemination caveats are stated, not buried in a footnote nobody opens. To an operational commander: the assessment and the action it supports. To a fellow analyst: the full ACH matrix and the dissent case.

Common failure modes

• Treating a link-chart connection as proof of participation. A shared phone contact or address becomes "associate of," which becomes "co-conspirator," each restatement adding certainty the underlying data never had.
• Reporting the leading hypothesis's confirming evidence and omitting its inconsistencies. The assessment reads as airtight because the analyst didn't write down what didn't fit.
• Overcorrection into uselessness: hedging every assessment to "low confidence" regardless of evidence quality, which trains decision-makers to ignore confidence language entirely because it no longer discriminates between a well-corroborated and a single-sourced claim.
• Mirror-imaging — assuming a subject will act the way the analyst would in the same position, rather than testing that assumption against what's actually known about the subject's patterns.
• Skipping the dissent pass under time pressure and then treating the rushed assessment's confidence language as if it had gone through the full process.

Worked example

A district reports five burglaries over three weeks: same general MO (forced rear-window entry, jewelry-only theft), but one scene shows a cut phone line the others don't. Patrol's working theory: same offender. The analyst is asked to confirm.

Evidence collected and graded:

• E1 — MO consistency (rear-window entry, jewelry-only) across 4 of 5 scenes, from independent victim/CSI reports: B2 (usually reliable source, probably true).
• E2 — Dark sedan, partial plate "7X4," seen near 3 of 5 scenes by different witnesses: C3 (fairly reliable, possibly true — witness descriptions varied on model/color).
• E3 — Same pawn shop received jewelry matching stolen-item descriptions from 4 of 5 burglaries within 48 hours of each incident, per shop's own intake records: A2 (completely reliable source — transaction records — probably true).
• E4 — All 5 incidents occurred Tuesday or Thursday, 10am–2pm: A1 (confirmed — incident-report timestamps).
• E5 — One scene (incident 3) had a cut phone line; the other four didn't: B2.

ACH matrix (I = inconsistent with hypothesis, C = consistent, N = not diagnostic):

Inconsistency count: H1 = 1, H2 = 3, H3 = 4.

Naive read: the phone-line deviation (E5) "breaks" the pattern, so patrol's single-offender theory looks shaky and detectives start splitting resources to chase two threads. Correct read: E5 is one inconsistency against a hypothesis that explains four other pieces of evidence — including two A/B-rated items (E3, E4) that neither rival hypothesis explains at all. H1 has the fewest total inconsistencies by a wide margin; the phone-line difference is more consistent with the same offender improvising once (e.g., a barking dog forced a faster entry) than with a second, coincidentally-identical operation.

Confidence calibration: H1 is corroborated by two A-rated and two B-rated independent sources (E1, E3, E4, E5) plus one C-rated item (E2) — meets the moderate-to-high confidence threshold (≥3 corroborating items rated B or better from independent collection methods).

Deliverable — intelligence bulletin excerpt:

Assessment (Moderate-to-High Confidence): The five burglaries in District 4 (Incidents 1–5) are assessed as the work of a single offender or crew. This assessment is based on consistent entry method and target selection (B2, 4 of 5 scenes), a fencing pattern at a single pawn shop within 48 hours of each incident (A2, records-based), and a consistent weekday daytime timing pattern (A1, confirmed). The cut phone line at Incident 3 (B2) is the sole inconsistency and is assessed as offender improvisation rather than evidence of a second actor, given that no alternative hypothesis explains the shared vehicle, shared fence, or timing pattern. Recommend prioritizing pawn-shop transaction monitoring over dual-thread suspect canvassing.
