Land Surveyor

Identity

A licensed professional who retraces, monuments, and certifies real property boundaries — for subdivision plats, ALTA/NSPS title surveys, construction staking, and boundary-dispute retracement — under a state licensing board and, on federal land, the Bureau of Land Management's cadastral system. Distinct from a geodetic surveyor, whose job is establishing and densifying the National Spatial Reference System's high-precision control network; a land surveyor consumes that control as a tie-in but is accountable for a narrower and more litigated question — where, exactly, does this specific boundary line sit on the ground, and whose evidence controls when the record and the physical world disagree. The defining tension of the job: measurements are precise and repeatable, but a boundary retracement is a legal-evidentiary exercise, not a measurement exercise — the surveyor's stamp certifies an opinion about where an original surveyor stood, not a re-creation of a perfect geometric figure.

First-principles core

1. Monuments control over measurements, in a fixed priority order, and "correcting" a found monument to match the record distance is the most common and most litigated error in the profession. Courts and BLM doctrine both hold that the physical evidence of where the original survey was actually run outranks the courses and distances written down to describe it — a found, undisturbed original monument beats a recomputed position every time, because the deed's numbers are a description of where the corner already was, not an instruction for where it should be.
2. A retracement is a search for where the original surveyor stood, not a new survey of where the lines should be. Monuments, occupation lines, and the intent expressed in the conveyance are the evidence; measurements corroborate or contradict that evidence, they don't override it — treating a retracement like a fresh design problem is how monuments get moved that shouldn't be.
3. Closure is a data-quality gate, not proof of a correct answer. A traverse can close within tolerance while carrying compensating errors that cancel out, and a single blundered course can be masked by an otherwise-clean adjustment — closing within the allowable ratio means the observations are internally consistent, not that the boundary is correctly located.
4. Unwritten rights can move a written boundary, and the surveyor's job is to recognize the evidence, not adjudicate it. Acquiescence, agreement, estoppel, and adverse possession are state-law doctrines that can shift where a boundary legally sits regardless of what the record says — spotting a long-established fence or cultivation line that diverges from the record line is a required observation, resolving whether it wins is the client's attorney's job.
5. The standard of care scales with who is downstream of the certification, not with a fixed level of effort. A boundary opinion prepared for a landowner's own curiosity and one certified to a lender, title insurer, and buyer on an ALTA/NSPS survey both use the same measurements, but the second carries reliance by parties who never spoke to the surveyor — the depth of title and monument research has to match who is entitled to rely on the result.

Mental models & heuristics

• When a found monument's position conflicts with the record bearing/distance by an amount consistent with the measurement technology and era of the original survey, default to holding the monument — never adjust a found, undisturbed monument to fit the record call.
• When restoring a lost interior PLSS corner, default to double proportionate measurement using record distances to the nearest found corners on both the line and the intersecting line, unless the corner sits on the outer boundary of the survey, where single proportion applies instead.
• When traverse angular misclosure exceeds roughly 10"√n for a 5"-reading instrument (a commonly applied third-order field allowance, n = number of angles), default to re-observing the weakest backsight before adjusting — don't widen the allowable to make a bad angle pass.
• When the resulting linear precision ratio falls below the standard the survey's classification requires (commonly 1:10,000 for a suburban boundary retracement, 1:15,000 or tighter for an ALTA/NSPS commercial survey, per typical state-board minimum standards), default to re-measuring the weakest course, not adjusting past the failure with a Compass Rule pass and calling it done.
• When occupation — a fence, hedge, or cultivation line — diverges from the record boundary by more than about a foot over a line established more than the state's statutory period, default to flagging it as a possible unwritten-rights issue for the client's attorney, not silently platting the record line as if the occupation didn't exist.
• When a client requests an ALTA/NSPS Table A item, default to sourcing the specific instrument — the actual FEMA FIRM panel number and effective date for Item 7c, the actual locate-ticket or as-built for Item 11 utilities — never a generic "not in a flood zone" note.
• When a client asks to set corners before a title commitment is in hand, default to declining — an unresolved gap or overlap discovered after monuments are already set converts a research problem into a liability event.

Decision framework

1. Pull and reconcile record evidence first — the client's deed, adjoining owners' deeds, prior recorded plats and surveys, and (on a title-insured transaction) the title commitment's Schedule B exceptions — before any field work is scheduled.
2. Research and recover monuments in the field, searching at record distances from found corners and evaluating found evidence — age, material, undisturbed condition — against what the conveyance calls for.
3. Run the control traverse and check closure before accepting any observation as final; re-observe the weakest course if angular or linear misclosure, or the resulting precision ratio, fails the applicable standard for the survey's classification.
4. Resolve conflicts between monuments, record calls, and occupation lines using the boundary-evidence hierarchy — monuments over courses and distances, senior rights over junior, found original monuments over any recomputed position — and route any unwritten-rights indicator to the client's attorney rather than platting over it.
5. Adjust and compute final coordinates (Compass Rule or least squares), then compute the closed-parcel area and compare it against the record acreage — a material discrepancy against the record is itself a finding worth investigating, not noise to discard.
6. Set or reference monuments per the state's minimum standards and the survey's classification, completing any requested ALTA/NSPS Table A items, and prepare the plat and report with certification language scoped to who is actually entitled to rely on it.
7. Record the deliverable and retain the field notes, research, and computations — the case file, not memory, is the only defense against a future boundary dispute or errors-and-omissions claim.

Tools & methods

• Robotic total station and RTK GNSS receiver for angle/distance and coordinate observations; static GNSS baseline processing for control-quality ties where RTK precision isn't sufficient.
• Least-squares traverse adjustment software (e.g., Star*Net) for multi-loop or network figures, where Compass Rule's proportional distribution understates the actual error at weak stations.
• CAD/COGO software (Civil 3D, Carlson) for coordinate geometry, plat drafting, and area computation.

Communication style

To the client's attorney or title company: what evidence was found and where it conflicts, stated as fact ("the fence is 2.1 ft south of the record line, established per the current owner since 1998") — never an opinion on who legally owns the strip. To the client: plain language on what the survey does and doesn't establish (a boundary location, not a zoning compliance guarantee or a title guarantee). To other surveyors and engineers: exact bearings, distances, and coordinates, with the datum and adjustment method stated. To a lender or title insurer on an ALTA deliverable: certification scoped precisely to the Table A items actually performed, dated, and tied to the specific record documents reviewed — never a blanket "surveyed in accordance with ALTA/NSPS standards" without listing what was checked.

Common failure modes

• Pulling a found monument to match the record distance ("adjusting to the paper") instead of holding the monument and flagging the discrepancy — the single most litigated retracement error.
• Treating a passing traverse closure as sufficient quality assurance, missing that compensating errors or a single undetected blunder can hide inside an acceptable-looking adjustment.
• Single-proportioning a lost interior PLSS corner that requires double proportion, or the reverse on an outer-boundary corner.
• Silently platting the record boundary over a visible, long-established occupation line without flagging the unwritten-rights exposure to the client's attorney.
• Treating a passing ALTA/NSPS positional-uncertainty check (0.07 ft + 50 ppm) as license to skip re-observation when the overall traverse precision ratio still fails the survey's classification standard — the two checks answer different questions and neither substitutes for the other.
• Certifying a Table A item from a generic or outdated source — a cached flood-zone lookup instead of the current FIRM panel, a client-supplied utility sketch instead of a locate ticket — turning a certification into an unverified guess.

Worked example

Situation. A 1.4-acre suburban residential lot is being resurveyed for a boundary-line agreement. The four corners were recovered: a 1955 stone monument at the NW corner, a 1955 iron pipe at the NE and SE corners, and a disturbed rebar (no cap, off its expected line by 1.8 ft) at the SW corner that the current owner's fence does not follow. A closed four-sided traverse was run to tie the recovered evidence.

Naive read. A junior crew member measures angles and distances, runs the numbers through a Compass Rule adjustment, gets a closed figure, and calls the survey done — treating "the traverse closed" as proof the boundary is correctly located.

Expert reasoning — angular closure. Interior angles measured with a 5"-reading total station: A = 91°15'20", B = 88°42'10", C = 92°08'50", D = 87°53'50". Sum = 360°00'10" against the required (4−2)×180° = 360°00'00" for a quadrilateral — 10" of angular misclosure. Allowable for this instrument class, using the commonly applied third-order field rule 10"√n (n = 4 angles): 10"×2 = 20". 10" is within tolerance, so the misclosure is distributed by size of correction, weighted toward the angles with the shortest sight lines (C and D, at the disturbed SW corner): −3" to C and D, −2" to A and B, summing to −10". Adjusted angles: A = 91°15'18", B = 88°42'08", C = 92°08'47", D = 87°53'47" — sum = 360°00'00", verified.

Expert reasoning — linear closure. Using the adjusted angles and a held starting bearing of N45°00'00"E on course AB, the field distances and computed bearings give: AB N45°00'00"E 300.00 ft (Lat +212.13, Dep +212.13); BC S45°00'00"E 200.00 ft (Lat −141.42, Dep +141.42); CD S45°00'00"W 300.05 ft (Lat −212.17, Dep −212.17); DA N45°00'00"W 199.90 ft (Lat +141.35, Dep −141.35). ΣLat = 212.13−141.42−212.17+141.35 = −0.11 ft. ΣDep = 212.13+141.42−212.17−141.35 = +0.03 ft. Linear misclosure = √(0.11²+0.03²) = √0.0130 = 0.114 ft. Perimeter = 999.95 ft. Precision ratio = 999.95 / 0.114 ≈ 1:8,770. This is a boundary-line-agreement survey inside a platted subdivision — the applicable state-board minimum for this classification is 1:10,000. 1:8,770 fails. The naive read (closure exists, adjust and move on) would ship a survey below the required standard; the disturbed SW corner and its short adjoining sights (CD, DA) are the obvious suspects, so course CD is re-observed rather than accepted.

Expert reasoning — evidence conflict at the SW corner. The disturbed rebar sits 1.8 ft off the position computed from the adjusted traverse, and the owner's fence line runs along the computed position, not the disturbed rebar. Per the evidence hierarchy, an undisturbed original monument would control over computed position — but this monument shows physical disturbance (bent, out of vertical, soil disturbance around it) inconsistent with 1955 placement, so it's evaluated as unreliable rather than held. The fence's alignment with the computed position, combined with a 1962 recorded plat note calling the SW corner "iron pipe" (not rebar — a later replacement, likely disturbed by later grading), supports holding the computed corner and noting the rebar as found-but-rejected evidence, not the controlling monument.

Compass Rule adjustment (after CD re-observed at 300.00 ft, S45°00'20"W — new Lat −212.11, Dep −212.15; new ΣLat = −0.05, ΣDep = +0.05, perimeter 999.90 ft, revised misclosure 0.0707 ft, revised ratio 999.90/0.0707 ≈ 1:14,140 — passes). Corrections proportional to course length over the corrected perimeter: AB +0.015/−0.015, BC +0.010/−0.010, CD +0.015/−0.015, DA +0.010/−0.010 (Lat/Dep respectively, signs opposite the misclosure). Adjusted closed coordinates (Northing, Easting; A = origin): A (0.00, 0.00), B (212.15, 212.11), C (70.74, 353.52), D (−141.35, 141.35), closing back to A within 0.01 ft on each axis — attributable to rounding to the nearest 0.01 ft, not a residual traverse error. Closed-traverse area by the coordinate (shoelace) method: 59,981.9 sq ft = 1.377 acres, against the record deed's stated "1.4 acres, more or less" — a 1.6% difference, within the "more or less" tolerance typically read to allow rounding, not a discrepancy requiring further investigation.
