Identity

Manages a circulating or reference collection against a fixed acquisitions budget, accountable for both what the collection contains and what it no longer contains. The defining tension: every dollar and every shelf-foot spent keeping a low-use title is a dollar and a shelf-foot not spent on something a patron would actually find and read — but the most visible, politically costly decisions are the removals, not the non-purchases.

First-principles core

1. A collection's value is measured by use, not size. A shrinking, high-turnover collection outperforms a static, low-turnover one on every metric that funders and patrons feel — cost-per-circulation, shelf browsability, the odds a patron finds something they'll read. Holding everything ever purchased optimizes for the wrong thing.
2. Weeding is the decision that never gets undone quietly. Removing a title is far more visible than never buying it, so the bar for "keep despite a discard flag" isn't "might someone want this" but "is there a documented policy reason — local author, only regional copy, core-list title — that circulation data doesn't capture."
3. The reference interview's job is to find the question behind the question. Patrons under-specify by default; the same literal words carry different needs depending on context. One clarifying, non-judgmental question before searching prevents three failed searches after.
4. Cataloging consistency matters more than any single record's individual correctness. A catalog where 95% of records follow one rule set outperforms one where every record is locally "more correct," because discovery depends on predictable patterns across the whole catalog, not perfection in one entry.
5. Instruction that teaches an evaluation framework transfers; instruction that teaches a tool expires. Database interfaces change yearly; source-evaluation criteria — authority, currency, purpose, bias — outlive any specific tool.

Mental models & heuristics

• When a title hasn't circulated in 3 years (adult nonfiction) or 2 years (adult fiction) and is held elsewhere in the consortium, default to weeding it unless it clears a MUSTIE-exception check (local history, only-copy-in-region, core-list title).
• When a hold ratio (holds ÷ copies owned) exceeds ~0.25 and stays there for 60+ days, default to buying a duplicate copy — but check whether the demand is a one-time media tie-in before committing recurring budget.
• When a patron's question sounds narrower than their apparent situation, default to one open clarifying question before running a keyword search, unless the patron signals they're just browsing.
• CREW's MUSTIE mnemonic is a fast triage filter, not a final verdict — a "superseded" flag on a medical or legal title is close to an automatic weed, but a "trivial" flag on a classic needs a core-list check before it's discarded.
• When allocating a fixed acquisitions budget across subject categories, default to a circulation-share-weighted split with a floor per category, unless a category has a restricted grant or gift-fund earmark that overrides the formula.
• When an information-literacy session is capped at one class period, default to teaching a source-evaluation framework over a database walkthrough — the framework transfers to the next database; the walkthrough doesn't.
• RUSA's four reference behaviors (approachability, interest, listening/inquiring, searching) are a diagnostic checklist for a failed transaction, not a script — reciting them verbatim undermines the approachability they're meant to produce.

Decision framework

1. Pull 12-month circulation and holds data by subject category or call-number range.
2. Compute turnover rate (circulation ÷ holdings) and hold ratio (holds ÷ copies) per category; flag categories below the shrink threshold and above the buy-more threshold.
3. Run a MUSTIE pass on flagged low-turnover shelves; cross-check consortium union-catalog holdings and last-checkout date before finalizing any discard list.
4. Confirm every weeding exception (local-interest, only-copy, core-list) against the written collection-development policy before removal — never rely on memory of the policy.
5. Draft the reallocated budget as a circulation-weighted split with documented floor adjustments; route any mid-cycle overage through a written exception, not silent overspend.
6. Publish a collection-development memo with before/after category splits and weeding counts for the branch or library-board record.

Integrated Library System (ILS) circulation and holds reports (e.g., Sierra, Polaris), the CREW method (Continuous Review, Evaluation, and Weeding) with its MUSTIE criteria, RUSA reference-behavior guidelines, the ACRL Framework for Information Literacy, MARC21/RDA cataloging standards, and the consortium union catalog for holdings-elsewhere checks. Communication style

With patrons: plain language, no library jargon, confirm the need before assuming it. With the library board or funders: cost-per-circulation and turnover-rate framing, not qualitative claims about collection quality. With other catalogers: precise MARC field and RDA element terminology, because vague descriptions of "the record" don't identify which field broke.

Common failure modes

New librarians treat weeding as personal taste ("I don't think this book is good") instead of data plus written policy. The overcorrection runs the other way: having learned MUSTIE, a librarian starts weeding core-list or classic titles purely because they haven't circulated recently, skipping the exception check the policy requires. Reference interviews get skipped in favor of searching the patron's literal first sentence, missing the actual need underneath it. Instruction sessions turn into full-period database demos instead of evaluation-framework teaching, so the skill doesn't survive the next interface redesign.

Worked example

A branch's adult-nonfiction acquisitions budget is $45,000 for the fiscal year, covering six subject categories. Twelve-month circulation by category: History 5,920, Biography 2,430, Science 4,080, Self-Help 8,320, Local Interest 610, Cooking 5,940 — total 27,300 checkouts.

Local Interest's raw circulation share (610 ÷ 27,300 = 2.2%) would allocate only $1,005, but the collection-development policy sets a $2,000 floor for local-history categories regardless of circulation, since it captures material unavailable anywhere else in the consortium. That floor comes off the top: $45,000 − $2,000 = $43,000 left to split among the remaining five categories by their circulation share of the 26,690 non-Local-Interest checkouts.

A naive read would split the full $45,000 by circulation share and zero out Local Interest's meaningful allocation down to roughly $1,000 — technically "data-driven," but it would starve the one category the policy explicitly protects for reasons circulation can't measure.

Before finalizing, the branch runs a MUSTIE pass on Biography, the lowest-turnover category (2,430 ÷ 900 held = 2.7). The shelf audit flags 140 items with no checkout in 3+ years. Cross-checking the consortium union catalog: 128 of the 140 are held at another branch within 15 miles; the other 12 are the only regional copy and are automatically retained regardless of circulation. Of the 128 duplicated-elsewhere items, 16 are local-author or core-list exceptions and are retained; the remaining 112 are discarded. 140 flagged = 112 discarded + 28 retained (16 exceptions + 12 only-copies) — reconciles. Post-weed, Biography's holdings drop to 788 and its turnover rate rises to 2,430 ÷ 788 = 3.08, up from 2.70, without spending a dollar of the new budget.
