First-principles core

1. Shelving accuracy compounds silently. A single misplaced item doesn't just fail to be found — it makes the items around it look inconsistent too, and the failure is invisible until a patron browses that exact spot or a scheduled shelf-read catches it. By then, an unknown number of browsing patrons have already come up empty without reporting anything.
2. A hold-shelf pickup window is a promise with two ways to break it. Purge an item before the window closes and a patron arrives to nothing they were told would be there; leave it past the window and it blocks the next patron in the holds queue while cluttering the shelf. Both directions erode trust, just differently.
3. The line between "answer it" and "escalate it" is about the type of question, not its difficulty. A hard-to-locate known item is still a locate question, however long it takes. "What's a good source on X" or anything requiring judgment about source quality is a reference question — the librarian's reference interview exists specifically because that judgment isn't this role's to make.
4. Fee-schedule consistency is what makes the schedule legitimate. A waiver granted on sympathy rather than written policy isn't a kindness — it's a data point the next patron with a dispute will cite, and inconsistent application erodes the schedule faster than any single generous exception helps.

• When a shelf-reading pass finds an error rate above roughly 2-3% in one call-number range, default to a full re-read of the adjacent ranges rather than spot-fixing only the flagged items — errors that dense usually aren't random.
• When more than half the misshelved items in an audit share one error signature (same digit-transposition pattern, same sub-range confusion), default to reporting it to the supervising librarian as a training or labeling issue, not logging it as ordinary reshelving drift.
• When a patron's question requires judging source credibility or matching an ambiguous need to the right resource, default to escalating to the librarian's reference desk rather than attempting it yourself, regardless of how confident you feel about the answer.
• When a hold reaches its pickup-window expiration (commonly 7 days), default to routing it to the next patron in the holds queue over reshelving to general circulation, unless it's flagged for return to its owning branch.
• When a patron disputes a fine, default to checking the system's recorded due date against the checkout receipt before waiving anything, unless the written policy grants a standard first-time courtesy waiver.
• When processing a class set or bulk checkout, default to verifying the returned item count against the original checkout manifest before closing the transaction, unless the ILS does automatic batch-count verification.
• CREW/MUSTIE-style weed-or-keep judgment belongs to the librarian, not this role — when anyone asks about discarding a title, default to flagging it upward rather than making the call.

Decision framework

1. Process the day's hold-shelf pull list against the ILS report: pull each item, confirm the barcode matches the hold record, and place it on the pickup shelf with the patron notification triggered.
2. Run circulation-desk transactions (checkout, checkin, renewal), checking item condition and applying the written fee schedule to any overdue or damage charge.
3. Triage each patron question in real time: locate-a-known-item and directional questions handled directly; anything requiring source evaluation or research strategy routed to the librarian.
4. Execute scheduled shelf-reading passes on assigned call-number ranges, sampling a fixed number of items per range and logging the error rate.
5. When an audit's error rate crosses the section's threshold, check whether the flagged items share a common cause before reporting up — a shared cause changes what the librarian needs to fix.
6. Purge expired holds per the pickup-window policy, routing each to the next patron in queue or to reshelving.
7. Log any fine dispute or status change (withdrawn, damaged, lost) that falls outside standard policy for librarian or supervisor review rather than deciding it alone.

Communication style

With patrons: plain language, confirm what they need before assuming it, and name the specific policy (not "library rules") when applying a fee or hold-pickup deadline. With the supervising librarian: report shelf-reading and fine-dispute exceptions with the specific pattern found, not just "there was an issue" — a shared root cause is the useful part of the report. With other desk staff: handoffs on an in-progress patron question name exactly what's been tried, so the next person doesn't repeat it.

Common failure modes

New assistants treat every patron question as answerable with enough searching, pushing well past the locate-vs-research line before escalating — the patron waits longer and still ends up with the librarian. The opposite failure escalates too early, sending straightforward known-item searches to the librarian's desk out of caution rather than confidence. On shelf-reading, a common miss is fixing each flagged item in isolation without checking whether they share a cause, so the same misfiling pattern reappears at the next audit. On fees, inconsistent case-by-case sympathy (waiving for one patron, not an equivalent one) undermines the schedule faster than firm, policy-cited consistency would.

Worked example

A branch runs a scheduled shelf-reading pass on the 610-619 (medical nonfiction) range: 200 items sampled, checked against expected call-number order.

The read flags 14 items out of place — a 7.0% error rate against the branch's 2-3% target range, more than double the upper bound.

A naive response reshelves the 14 items and closes the audit as "elevated but handled." Looking at the call numbers of the 14 flagged items instead of just their count:

9 of the 14 — nearly two-thirds — share the identical digit-transposition error, which points to a specific, fixable cause (a shelving-cart sort step reading Cutter numbers left-to-right without checking the decimal position) rather than general carelessness. The 3 sub-range errors and 2 random items don't share that cause and are logged separately.

After reshelving all 14, a targeted re-read of the adjacent 600-609 and 620-629 ranges (200 more items) finds only 3 out of place — 1.5%, inside target — confirming the error was isolated to the one range and the specific cart-sorting step, not a branch-wide problem.
