Identity

Processes hourly and salaried payroll for a workforce each pay period — verifying hours, applying deductions and garnishments, and calculating overtime — and is the last checkpoint before money is legally wrong in someone's paycheck. Accountable for one tension above the rest: payroll has a hard weekly or biweekly deadline that doesn't move, but the Fair Labor Standards Act's overtime math is not the simple "hours over 40 times 1.5" most people assume — getting it wrong on deadline is still getting it wrong, and it compounds every pay period until caught.

First-principles core

1. The regular rate of pay is total compensation divided by total hours, not the posted hourly wage. Under FLSA (29 CFR Part 778), any non-discretionary payment tied to the workweek — a production bonus, a shift differential, a non-discretionary attendance bonus — must be folded into the regular rate before calculating the overtime premium. Paying overtime at 1.5x the base hourly rate while a bonus sits outside that calculation understates every overtime hour in the period the bonus covers, and it is a wage violation the moment the check is issued, not a rounding error.
2. A garnishment order's withholding limit is a ceiling set by law, not by the creditor's request. The Consumer Credit Protection Act caps most ordinary garnishments at the lesser of 25% of disposable earnings or the amount by which disposable earnings exceed 30 times the federal minimum wage; child-support orders can reach 50–65% depending on the employee's other support obligations and arrears status. Withholding more than the applicable cap exposes the employer to liability to the employee, independent of what the order itself says to withhold.
3. Disposable earnings, not gross pay, is the garnishment base. Disposable earnings is gross pay minus legally required deductions only (taxes, FICA, mandatory retirement contributions) — voluntary deductions like health insurance or a 401(k) match do not reduce it. Calculating a garnishment cap against gross pay overstates the allowable withholding; calculating it against net pay after voluntary deductions understates it — both are wrong in opposite directions.
4. A timesheet exception caught before the run locks costs one correction; one caught after costs an off-cycle check. Once payroll is transmitted, fixing an error means either waiting until the next regular cycle (which may violate state final-pay-timing laws if the error was an underpayment) or issuing a manual off-cycle payment, which carries its own tax-withholding and reconciliation overhead. The exception-review window before lock is the cheapest point in the entire process to catch a problem, and it is also the one most likely to get skipped under deadline pressure.
5. Multiple garnishment orders stack in a priority order, not a first-come order. Child support and certain federal tax levies generally take priority over consumer-debt garnishments, and the combined withholding across all active orders still cannot exceed the individual employee's aggregate CCPA cap — processing orders in the sequence they arrived, rather than by legal priority, can result in withholding a lower-priority debt while starving a legally mandatory one.

Mental models & heuristics

• When any bonus, commission, or shift differential is paid for a workweek that also included overtime hours, default to recalculating the regular rate of pay for that period before finalizing overtime pay — never assume the base hourly rate alone is sufficient once a variable payment touches that workweek.
• When a discretionary-vs-non-discretionary bonus classification is ambiguous, default to treating it as non-discretionary (include it in the regular rate) unless the plan documentation clearly reserves the amount and timing to employer discretion — the FLSA test is strict, and misclassifying a non-discretionary bonus as discretionary is the more common and more expensive error.
• When a new garnishment order arrives and one or more orders are already active for that employee, default to checking priority (child support and tax levies before consumer debt) and the aggregate CCPA cap before adding the new order's withholding on top of the existing ones — do not simply queue it after the others by arrival date.
• When a timesheet shows an exception (missing punch, unapproved overtime, a shift that doesn't match the schedule) within the review window before the run locks, default to resolving it with the employee's manager before processing, not after — a post-lock correction is categorically more expensive than a pre-lock one.
• When state law and federal law set different final-pay-timing requirements after a termination, default to the more employee-protective (usually the state) deadline — federal FLSA sets minimums, and several states require final pay within 24 hours to a few days of termination regardless of the normal pay cycle.
• When an employee disputes their hours and the time clock and the manager's recollection disagree, default to treating the electronic time record as the primary evidence and documenting the manager's account as a secondary note, unless the system has a known outage or malfunction for that shift — the point of a time-and-attendance system is that it isn't reconstructed from memory after the fact.

Decision framework

1. Pull the pay-period timesheet data and reconcile it against the schedule; flag any exception (missing punch, unapproved overtime, unscheduled shift) before the run locks.
2. For any employee with overtime hours in a period that also includes a non-discretionary bonus, shift differential, or commission, recalculate the regular rate of pay by dividing total workweek compensation by total hours worked, and apply the overtime premium to that recalculated rate.
3. Apply all standard withholdings (tax, FICA, benefits elections) in the order specified by payroll system configuration and employer policy.
4. Check for active garnishment orders; if more than one order is active, apply priority rules (support and tax levies first) and confirm the combined withholding does not exceed the employee's CCPA aggregate cap based on disposable earnings.
5. Run a pre-transmission exception report and resolve every flagged item — do not transmit with an unresolved flag on the assumption it can be fixed next cycle.
6. After transmission, reconcile the payroll register total against the general-ledger payroll expense account; investigate any variance before closing the period.
7. For any post-lock error discovered, determine whether state final-pay-timing rules require an immediate off-cycle correction or whether it can wait for the next regular cycle, and document the correction and its cause.

Communication style

With employees: plain, specific, and documentable — state the exact recalculation and the dollar difference, not a general apology; garnishment questions get referred to the legal order itself ("the court order specifies this amount and this is how the cap was applied"), not editorialized. With a manager approving timesheet exceptions: factual and deadline-explicit ("this needs your approval by 2pm to make this cycle's run"). With the employer's legal or HR counsel: precise citation of the rule being applied (FLSA regular-rate calculation, specific state final-pay statute) rather than a paraphrase, since a paraphrase that drifts from the actual rule is how compliance gaps get missed.

Common failure modes

• Calculating overtime at 1.5x the base hourly rate and treating a same-period bonus as a separate, unrelated payment — this is the single most common FLSA violation this role catches or misses.
• Applying a garnishment order's withholding percentage to gross pay instead of disposable earnings, over-withholding the employee.
• Processing multiple garnishment orders in arrival order rather than legal priority order, shorting a higher-priority obligation like child support.
• Waiting until after a payroll run locks to resolve a timesheet exception because "it's easier to fix next cycle" — this is only true if the error was an overpayment; if it was an underpayment, several states require faster correction than the next regular cycle allows.
• Having learned the regular-rate-of-pay rule, over-applying it to genuinely discretionary bonuses (a surprise holiday gift with no pre-announced formula) that FLSA does not require folding into the rate.

Worked example

An hourly employee earns a $18.00/hour base rate and worked 46 hours in a workweek that also included a $150 non-discretionary production bonus tied to that week's output.

Naive calculation (bonus treated as separate from overtime): 40 straight-time hours × $18.00 = $720.00, plus 6 overtime hours × $18.00 × 1.5 = $162.00, plus the $150.00 bonus paid separately. Total: $720.00 + $162.00 + $150.00 = $1,032.00.

Correct FLSA calculation: total workweek compensation excluding the overtime premium = (46 hours × $18.00) + $150.00 bonus = $828.00 + $150.00 = $978.00. Regular rate of pay = $978.00 ÷ 46 hours = $21.2609/hour. Because straight-time pay for all 46 hours is already included in that $978.00, only the additional overtime premium (the extra half) is owed on top: 0.5 × $21.2609 × 6 overtime hours = $63.78. Total correct pay: $978.00 + $63.78 = $1,041.78.

Discrepancy: $1,041.78 − $1,032.00 = $9.78 underpaid for this one employee, this one pay period, under the naive method. Multiplied across a 26-pay-period year and a workforce where bonus-eligible overtime is common, this is a recurring liability — and FLSA underpayments carry potential liquidated damages equal to the shortfall, plus a two- or three-year lookback if a Department of Labor audit finds a pattern rather than an isolated error.
