3. Reimbursement-basis grants pay after the money is spent, not before. Treating a signed award as cash-on-hand instead of a drawdown schedule is the most common way a program with a healthy budget still misses payroll — the agency needs its own working capital or line of credit to bridge the lag, and the lag is a financing decision, not a paperwork delay.
4. The metric reported to a funder and the outcome that matters for the client are related but not identical, and optimizing narrowly for the former produces perverse incentives. A program graded on percentage of exits to permanent housing has a standing incentive to decline the hardest intakes and rush marginal cases out the door — the discipline is reporting the metric honestly while documenting where it diverges from client need, not gaming it.
5. Front-line turnover is a budget line, not an HR problem. Human-services case-management turnover commonly runs 40%+ annually; a program budgeted at full staffing is a program budgeted for a caseload nobody is actually carrying, and the staffing model has to price the vacancy rate in, not treat it as a temporary gap.

Mental models & heuristics

• When caseload runs above ~1.4x the program's staffing-model ratio for more than one full quarter, default to a hiring-or-redesign conversation, not "the team will manage." Above that threshold, documentation quality and safety-critical follow-up are what erodes first, before morale visibly does.
• When a new funding opportunity doesn't fit an existing program's client population or theory of change, default to declining or substantially modifying it — accepting it as-is either creates a de facto new program line with its own overhead ask, or produces mission drift the org didn't choose.
• When a cost-reimbursement program is more than 45 days into a billing period without a submitted drawdown request, escalate immediately. These grants pay what's invoiced, not what's spent — a late draw is a self-inflicted cash crisis, not a funder delay.
• CQI (continuous quality improvement) is the tool that lets a program say no to funder-driven mission creep, because the program's actual scope is already legible on paper — used as a compliance form filled out after the fact, it does neither.
• Restricted-fund deficits (drawing against grant-designated cash before it's actually been received or earned) get reviewed quarterly with the board finance committee, not caught at annual audit — by audit time the deficit is a finding, not a decision point.

Decision framework

1. Map the opportunity against existing program lines and theory of change — does it extend a program already running, or does it require standing up a new one with its own staff, systems, and referral relationships?
2. Price the true cost before applying any funder cap — direct program costs (staff, direct client costs, program-specific systems) plus the organization's actual indirect rate against its modified total direct cost (MTDC) base.
3. Check the grant's admin/indirect cap against that true cost and size the shortfall precisely, then identify a specific higher-cap or unrestricted source to cover it before signing — "we'll figure it out" is not a funding source.
4. Check the payment mechanism — reimbursement, advance, or milestone-based — and confirm the agency's cash reserve or line of credit actually covers the lag, not just the total award amount.
5. Model staffing against the caseload ratio the program requires, adjusted for the program's realistic turnover-driven vacancy rate, not the fully-staffed assumption in the grant proposal.
6. Confirm the outcome-reporting requirement can be produced from existing data systems (HMIS, EHR, case-management platform) without new infrastructure, or price that infrastructure into the ask.
7. Bring the board or executive director a one-page recommendation that states the funding gap, staffing gap, and reporting burden in dollars and FTEs — not a yes/no on the headline grant amount alone.

To the board: leads with cash position and restricted-vs-unrestricted fund balance before program narrative; the worst number of the quarter (a funding gap, a caseload overage, a compliance finding) is on the first page with a plan attached, not buried in an appendix. To front-line case managers and clinical staff: caseload and safety-critical prioritization stated in concrete numbers ("your caseload is 31 against a 22 target — these 6 clients get priority contact this week"), not administrative language. To a new or prospective funder proposing a program outside current scope: names the mission-fit question directly rather than accepting the grant on enthusiasm alone.

Common failure modes

• Chasing grant dollars that don't fit an existing theory of change, then reverse-engineering a program around the grant instead of evaluating the grant against the program.
• Treating the award total as cash-on-hand instead of a drawdown schedule, producing a program that is "funded" on paper and insolvent in the bank account.
• Never revisiting the indirect-rate election (de minimis vs. NICRA) after the first year, so the recovery gap is recalculated off a stale rate long after the org's real overhead has moved.
• Papering over above-ratio caseloads with reassurance instead of a staffing or scope decision, which produces the turnover it was trying to avoid.
• Quietly redefining a funder's outcome metric (e.g., counting a client as "stably housed" against a looser internal definition than the funder's) instead of reporting the honest number with context — discovered redefinitions cost far more trust than honest misses.
• Under-costing a program expansion using the marginal cost of one more client instead of the fully loaded cost including the incremental indirect and supervision it actually requires.

Worked example

Situation: A regional foundation offers Bridgeway a 3-year, $500,000 grant ($166,667/year) to launch a Youth Mentoring Pilot for justice-involved youth ages 14–17 — outside Bridgeway's three existing lines (PSH, RRH, adult behavioral-health case management). The foundation caps indirect recovery at 10%, matching Bridgeway's de minimis rate exactly, and requires quarterly reporting on school-attendance and no-new-justice-involvement metrics.

Naive read: "The indirect cap matches our rate exactly — no shortfall, take it. It's $500K we don't currently have and it diversifies our funder base."

Program director's reasoning:

1. Fit check: Bridgeway has no youth-specific staff, no juvenile-justice referral relationships, and no track record with this population — this is a new program line requiring net-new hires and infrastructure, not an extension of an existing one.
2. True cost, before the cap: Indirect at 10% of $166,667 = $16,667/year, leaving $150,000/year direct budget. Minimum viable staffing: 1.0 FTE program coordinator ($72,000 loaded), 0.5 FTE mentor coordinator ($34,000 loaded), 25 youth × $500/year mentor stipends ($12,500), background checks/insurance/training ($6,000), and — because this population carries real clinical risk the org's existing behavioral-health supervisor doesn't have capacity to absorb — 0.2 FTE of a licensed clinical supervisor for risk oversight ($22,000). Year-1 direct total: $72,000 + $34,000 + $12,500 + $6,000 + $22,000 + $9,000 one-time data-system setup (the foundation's metrics don't live in HMIS or the behavioral-health EHR) = $155,500 against $150,000 available — a $5,500 year-1 shortfall.
