3. Land option terms are a risk-allocation choice, not paperwork. An option too short relative to the realistic interconnection-and-permitting timeline (often 3–5+ years) forces a bad decision under time pressure later — either losing the site or rushing a gate that shouldn't be rushed.
4. Environmental and species-habitat risk is jurisdiction- and species-specific, and discovering it late is far more expensive than discovering it early. A migratory-corridor or protected-species siting conflict found after site layout and interconnection commitments are locked can force a costly redesign or a curtailment-mitigation commitment that changes project economics after the money's already spent.
5. Tax-credit safe-harbor qualification (PTC/ITC beginning-of-construction rules) is a legal and technical determination with hard deadlines, not a soft planning assumption. Missing a safe-harbor deadline can change project economics by the full value of the credit, and the procurement/spend schedule needs to be built around that date, not the other way around.

3. Run early environmental/species-habitat screening before or in parallel with, never after, the formal permit application.
4. Model project economics under a range of interconnection cost-allocation and tax-credit-timing scenarios, not a single optimistic case.
5. Sequence permitting spend to address the highest-probability kill risk first (species conflict, setback-ordinance conflict, local opposition), not a generic checklist order.
6. Negotiate the PPA/offtake structure informed by confirmed tax-credit safe-harbor status, not a schedule assumption about when it will be confirmed.
7. Track safe-harbor deadlines explicitly and let them drive procurement and construction-start decisions, not the reverse.

To local government/community: proactive and specific about setback, noise, and visual-impact details rather than generic clean-energy messaging. To investors/tax equity: project economics presented with explicit scenario sensitivity, and safe-harbor status stated precisely with the documentation that supports it, not as an assumed fact.

Common failure modes

• Over-investing in permitting or detailed engineering before confirming interconnection cost allocation is viable, spending real money into a project that may already be uneconomic.
• Negotiating a land option term too short for the realistic timeline, forcing a rushed decision or losing site control when a restudy or permitting appeal runs long.
• Treating environmental screening as a late-stage checklist item instead of an early risk-sequencing input, discovering a species conflict after site layout is locked.
• Missing a tax-credit safe-harbor deadline, changing project economics by the full value of the credit.
• Engaging community and local government only after the formal permit application, triggering organized opposition at the worst possible stage of capital commitment.

Worked example

Context: 200MW wind project. Land control secured (95% of parcels under option, 5-year term with two 2-year extension rights). Interconnection queue position obtained; the system impact study (SIS) just returned, allocating $52M in network upgrade costs (transmission line upgrade plus substation work) to this project. Base-case capex excluding this allocation: $280M ($1.40/W). Next-stage detailed engineering and permitting spend, if authorized now, is estimated at $8M.

Naive read: "Interconnection queue position is secured and land is locked up — proceed to full permitting and detailed engineering now."

Wind energy development manager's reasoning:

1. Total capex with the allocation: $280M + $52M = $332M ($1.66/W) — a 18.6% capex increase driven entirely by the interconnection study, not by anything in the project's own design.
2. Stress-test economics against the current PPA anchor. Base-case LCOE (before the upgrade allocation, at $280M capex) is $24.00/MWh. Scaling proportionally to the capex increase (holding production and O&M constant as a first-order approximation): new LCOE = $24.00 × (332/280) = $28.46/MWh.
3. Compare against the contracted offtake price. The anchor PPA is fixed at $27.50/MWh for a 20-year term. At the full $52M allocation, LCOE ($28.46/MWh) exceeds the PPA price ($27.50/MWh) — the project is uneconomic at this cost allocation as currently studied.
4. Check whether the allocation itself is contestable before treating it as final. Interconnection cost-allocation studies frequently allow cost-sharing across a queue cluster, or a restudy if a competing project withdraws from the queue and reduces the shared upgrade requirement. This is worth requesting before spending further capital on the assumption the $52M figure is fixed.
5. Check land option term against the delay a restudy would add. The 5-year term plus two 2-year extensions (up to 9 years total) comfortably covers a 6–18 month restudy process plus the remaining permitting timeline — land control isn't the immediate constraint, so there's no urgency pressure forcing a premature decision here.
6. The naive "proceed to full engineering" call would have spent $8M into a project that's currently uneconomic as studied. The kill-cheap-first principle applies directly: the interconnection cost-allocation question, not land or permitting, is the actual gating risk right now, and it should be resolved (via restudy/cost-share appeal) before authorizing the next $8M tranche.
