When to Use

• When conducting periodic cybersecurity assessments of power grid facilities per NERC CIP requirements
• When assessing substation automation systems using IEC 61850 GOOSE and MMS protocols
• When evaluating the security of an Energy Management System (EMS) or SCADA control center
• When assessing synchrophasor (PMU) networks and wide-area monitoring systems
• When preparing for regional entity compliance audits or internal security reviews

Do not use for non-BES systems below NERC registration thresholds, for general OT assessment without power grid specifics (see performing-ot-network-security-assessment), or for physical security assessment of generation facilities without cyber scope.

Most Often Missed & How to Confirm

Power-grid assessments miss station-bus and inter-control-center exposure, and risk tripping protection if probed actively. Confirm passively:

• GOOSE/SV assumed authenticated: IEC 61850 GOOSE on the station bus carries trip/close signals and usually has no IEC 62351 signature. Don't conclude it's protected — confirm by capturing station-bus multicast and checking for unauthenticated GOOSE; never inject test GOOSE frames on a live bus (false trips).
• MMS access control untested: confirm whether MMS (TCP 102) connections to IEDs require TLS by passively observing the handshake, not by attempting writes to a breaker IED.
• ICCP/TASE.2 inter-control-center links overlooked: these reach peer utilities; confirm encryption/authentication via capture, not the design doc.
• Synchrophasor net flat with the rest: PMU C37.118 traffic sharing a VLAN with protection is a finding — confirm by mapping the comms.
• Active scanning near protection relays: an unexpected query can mis-operate an IED. Keep checks passive; any active L3 EMS check goes in a maintenance window with the grid operator informed.
• Positive signal: a finding holds when captured station-bus/WAN traffic actually shows the unauthenticated protocol, cross-checked to the IED inventory.
• Don't conclude a substation is secure until GOOSE, MMS, and remote-access paths are each verified by capture.

Prerequisites

• Understanding of electric power grid architecture (generation, transmission, distribution)
• Familiarity with NERC CIP standards and BES Cyber System categorization
• Knowledge of power grid protocols (IEC 61850, IEC 60870-5-104, DNP3, ICCP/TASE.2)
• Passive monitoring tools for substation network traffic analysis
• Access to EMS/SCADA architecture documentation and network diagrams
