Securing Remote Access to OT Environment

When to Use

• When implementing or upgrading remote access architecture for OT environments
• When onboarding vendors who require remote access to OT systems for support and maintenance
• When implementing CIP-005-7 R2 requirements for remote access management including MFA
• When replacing legacy direct VPN access to OT networks with a secure jump server architecture
• When responding to an incident involving unauthorized remote access to industrial control systems

Do not use for securing IT-only remote access without OT components, for configuring VPN for corporate workers (see general VPN guides), or for physical access control to OT facilities.

Common Misconfigurations & Verification

Remote-access designs look compliant but leak through these gaps; verify each:

• Pass-through instead of brokered sessions: the jump server should terminate the external connection and open a separate internal one. Confirm there's no end-to-end route — a capture from the external client should never show OT IPs, only the jump host.
• MFA at the VPN but not into OT: confirm MFA is enforced on the hop into the OT zone (CIP-005-7 R2.4), not just at the perimeter, and that it can't be bypassed by an already-open RDP session.
• Standing vendor accounts and persistent credentials: confirm vendor access is disabled by default, enabled per time-boxed window, uses one-time tokens, and requires operator co-attendance.
• Firewall allows more than the jump host: confirm only the jump server IP can reach OT on RDP/3389, SSH/22, VNC/5900 — grep the ruleset for any other sources.
• Session recording assumed on: confirm recordings are actually being written and stored where the accessing user can't delete them; spot-check by reviewing a recent session.
• Split tunneling / dual-homed jump host: a bastion with a second NIC to the internet breaks the boundary — verify interfaces and routes.
• Don't conclude remote access is secure until a test connection proves no direct external-to-OT path, MFA fires on the OT hop, and the session was recorded.

• DMZ infrastructure (Level 3.5) between corporate IT and OT networks
• Jump server/bastion host platform (CyberArk, BeyondTrust, or hardened Windows/Linux server)
• Multi-factor authentication solution (Duo, RSA SecurID, YubiKey, smart cards)
• Session recording capability for audit trail compliance
• Firewall rules permitting remote access only through the DMZ intermediate system
