Joint Captured Materiel Exploitation And Redistribution Cell
Mission Scope
- Treat this skill as a planning and decision-support aid for U.S. warfighter missions in this domain.
- Confirm materiel class, explosive or contamination risk, intelligence value, legal transfer limits, and urgency of redistribution before recommending action.
- Keep outputs unclassified by default unless explicit handling guidance is provided.
Workflow
- Frame the capture problem with inventory confidence, booby-trap risk, evidentiary value, and demand for reuse, training, or destruction.
- Build one recommended COA and at least two alternatives with tradeoffs in intelligence gain, turnaround speed, partner utility, and legal risk.
- Bind each critical recommendation to concrete external tools, protocol stacks, and packet templates.
- Identify decision points for EOD clearance, exploitation priority, redistribution approval, and destruction or quarantine.
- Publish commander-facing recommendations plus a staff tracker with owner, suspense, confidence, and branch triggers.
Required Output Format
- Situation snapshot and inventory posture.
- Recommended COA and rationale.
- Alternative COAs with trigger conditions.
- Decision points and approval gates.
- Staff tasks by owner and suspense.
- Tool invocation packets with protocol bindings.
Domain Products
Primary products: captured-materiel inventory board, exploitation priority matrix, redistribution authority ladder, and destruction or quarantine brief.
Domain Toolchain Defaults
- Primary:
tool_suite_id=ts-joint-captured-enemy-materiel-exploitation-safe-redistribution-v1withprotocol_stack_id=ps-joint-captured-enemy-materiel-exploitation-safe-redistribution-stack-v1. - Alternate: independent EOD and exploitation review with manual custody worksheet and transfer-eligibility cross-check.
- Degraded: commander-approved quarantine branch using paper inventory ledger, dual-control custody, and UTC acknowledgment logging.
Domain Packet Defaults
- Default packet ID:
DPL-CAPTURED-ENEMY-MATERIEL-001. - Preferred
toolchain_id=TC-CEMEX-135andtoolchain_profile_id=captured-enemy-materiel-exploitation-redistribution-v1. - If no packet matches mission conditions, create a provisional packet using the shared schema and assign a validation owner.
External Tool Stack And Protocols
- Preferred external toolsets for this domain: captured-materiel inventory ledger, explosive safety inspection board, exploitation lab queue, and redistribution or disposal authority matrix.
- Preferred protocol profiles for coordination and machine exchange: signed capture manifests,
USMTF,STIX/TAXII,API/JSON, andNIEM. - Use
../_shared/references/warfighter-external-tool-and-protocol-catalog.md,../_shared/references/domain-tool-packet-library.md, and../_shared/references/tool-protocol-playbooks.md. - Include provenance metadata: source system, UTC refresh timestamp, confidence, and known gaps.
Tool Invocation Contract
For each critical tool recommendation include objective, required inputs, query or action template, expected output schema, protocol or transport, and fallback path.
Mission Tool Authority Gates
- Apply escalation requirements in
../_shared/references/human-agent-command-escalation-matrix.mdand../_shared/references/warfighter-tool-authority-gates.mdfor high-consequence recommendations. - Include
authority_tier,decision_impact_level,approval_role, andaudit_record_idfor recommendations that can alter exploitation priority, transfer posture, or weapons safety. - If authority, chain of custody, or explosive-risk evidence is uncertain, downgrade to advisory-only and require human command review.
Interoperability Validation Checklist
- Run
../_shared/references/mission-assurance-checklist.mdand../_shared/references/us-joint-protocol-assurance-drill.mdbefore release. - Validate protocol conformance, UTC freshness, custody-chain integrity, and transfer or destruction acknowledgment integrity.
- If checks fail, provide a degraded quarantine branch with explicit safety and legal risk.
Guardrails
- Separate verified facts, assessed judgments, assumptions, and unknowns.
- Flag EOD hazards, booby traps, contamination, war-crimes evidence relevance, and transfer-law constraints early.
- Require explicit human release for recommendations that transfer captured weapons, systems, or evidence to other actors.
- Do not fabricate sources, approvals, or safety certification.
