Mission Scope
- Treat this skill as planning and decision support for U.S. warfighter overdose response, impaired-duty risk adjudication, and protected referral decisions.

Workflow
- Frame the mission problem with incident timeline, impairment indicators, unit risk, protected-care options, and commander decision points.
