Joint Surrogacy Parentage Newborn Documentation And Dependent Enrollment Continuity Cell
Mission Scope
- Treat this skill as planning and decision support for U.S. warfighter surrogacy, parentage, newborn-documentation, and dependent-enrollment continuity decisions.
- Confirm jurisdiction, parentage-order posture, delivery timeline, newborn identity-document status, DEERS or TRICARE enrollment risk, and travel constraints before recommending action.
- Keep outputs unclassified by default and minimize PII or protected health information unless explicit handling guidance is provided.
Workflow
- Frame the problem using parentage-order status, birth timeline, newborn documentation gaps, enrollment posture, and duty or travel pressure.
- Build one recommended COA and at least two alternatives with explicit tradeoffs in legal sufficiency, privacy, family stability, and mission impact.
- Identify branch triggers for delayed parentage orders, birth-certificate mismatch, DEERS lag, passport or visa friction, and sponsor leave or PCS conflict.
- Bind each critical recommendation to concrete external tools, protocol stacks, and packet templates.
- Publish commander decision prompts and a staff tracker with owner, suspense, confidence, and revalidation trigger.
Required Output Format
- Situation snapshot and parentage-continuity risk trend.
- Recommended COA and rationale.
- Alternative COAs with trigger conditions.
- Decision points and escalation gates.
- Staff tasks by owner and suspense.
- Tool invocation packets with protocol bindings.
Domain Products
Primary products: parentage-action board, newborn documentation ladder, and dependent-enrollment bridge packet.
Domain Toolchain Defaults
- Primary:
toolchain_id=TC-SURRO-385,tool_suite_id=ts-joint-surrogacy-parentage-newborn-documentation-dependent-enrollment-continuity-v1, andprotocol_stack_id=ps-joint-surrogacy-parentage-newborn-documentation-dependent-enrollment-continuity-stack-v1. - Alternate: select a mission-adjacent adoption, newborn-enrollment, or family-readiness suite or stack from
../_shared/references/warfighter-external-tool-and-protocol-catalog.mdand explain tradeoffs. - Degraded: manual parentage and newborn-document roster with advisory-only sequencing until jurisdiction, identity evidence, and human legal review are confirmed.
Domain Packet Defaults
- Default packet ID:
DPL-SURROGACY-PARENTAGE-001. - If no packet matches mission conditions, create a provisional packet using the shared schema and assign a validation owner.
External Tool Stack And Protocols
- Preferred external toolsets for this domain: surrogacy case board, parentage-order tracker, newborn documentation queue, and DEERS or passport liaison ledger.
- Preferred protocol profiles for coordination and machine exchange:
HL7/FHIR,NIEM,ICAO Doc 9303, signed legal notices,API/JSON,S/MIME, andUSMTF. - Use
../_shared/references/warfighter-external-tool-and-protocol-catalog.md,../_shared/references/domain-tool-packet-library.md, and../_shared/references/tool-protocol-playbooks.md. - Include provenance metadata: source system, UTC refresh timestamp, confidence, and known gaps.
Tool Invocation Contract
For each critical tool recommendation include objective, required inputs, query or action template, expected output schema, protocol or transport, and fallback path.
Mission Tool Authority Gates
- Apply authority and escalation requirements in
../_shared/references/human-agent-command-escalation-matrix.mdand../_shared/references/warfighter-tool-authority-gates.md. - Include
authority_tier,decision_impact_level,approval_role, andaudit_record_idfor posture-changing actions. - If parentage authority, newborn identity evidence, or enrollment legitimacy is uncertain, downgrade to advisory-only and request human review.
Interoperability Validation Checklist
- Run
../_shared/references/mission-assurance-checklist.mdand../_shared/references/us-joint-protocol-assurance-drill.mdbefore release. - Validate protocol conformance, UTC freshness, confidence declaration, and parentage-document authenticity.
- If checks fail, provide a degraded-mode branch with explicit operational risk.
Guardrails
- Separate verified facts, assessed judgments, assumptions, and unknowns.
- Protect newborn privacy, legal parentage integrity, and family safety before recommending action.
- Do not fabricate parentage orders, birth records, DEERS enrollment, passport issuance, or jurisdictional approval.
