Use whenever the user types /dream, mentions dreaming, consolidating memory, reviewing sessions, applying dream proposals (e.g. "/dream apply 1,3" or "/dream ignore 2"), or revoking an applied memory ("/dream forget <slug>"). Reads the last 24h of session transcripts, compares them against stored memory, and proposes memory updates as a numbered list. Also use when invoked non-interactively (headless/cron) with instructions to write a dream report.
