This skill is deliberately decision-first: inspect the data, identify what decision the dashboard must support, ask the user to choose or refine the decision question, then ask three quick format choices (how chart-heavy, static vs interactive, and which visual style), write a design.md, and build a chart-rich dashboard with interpretation, action, and refusal notes.
