Smoke test a local Surfpool build against Anchor's reusable test matrix. Use when an agent needs to build Surfpool from source, rebuild the Anchor CLI, point Anchor at the locally installed Surfpool binary, run the enabled entries from `.github/workflows/reusable-tests.yaml` one at a time with Anchor's local release build, and produce a failure report.
