Write and iterate on opt-in tool-selection evals for the Vantage MCP server — promptfoo setup, prompt matrix, distractors, failure diagnosis, and JSON/Pages workflow. Use after the user chooses to include evals, or when working on an eval they explicitly requested.

Author a new MCP tool for the Vantage MCP server — file layout under resource folders, registerTool template, annotation hints, description style, and tests. Use whenever adding, splitting, refactoring, or relocating a tool under `src/tools/`. Evals are optional; see writing-evals when the user opts in.
