- Accountability gap: Missing tie-breaker flagged as landmine, not smoothed over.

- Incentive Gaming: Origin check catches compromise-matrix adopted to avoid choosing organizing principle.
- Escalation triggers: No tie-breaker on active matrix — recommend specific default before next disagreement.
