Inputs required

Procedure
- Read the canonical order doc at

Output shape
Produce the full scaffolding packet defined in agents/08-willshaper/AGENTS.md.
At minimum, include:
- scaffold summary
- files created or reorganized
- runtime bridge artifacts if the change requires a stateful transition (feature flags, adapter modules, migration jobs — each with its removal condition)
- build/test wiring
- setup checklist
- explicit TODOs (name the receiving order when a TODO is a hand-off)
- verification steps
Do not omit required output items from the canonical output contract, even if you summarize elsewhere.
