4. 9-Step Institutional Process (PDF Section III.4 verbatim)

PDF p.10: "Serious engagement of Wild Card-level events requires a comprehensive and sophisticated process. Following is a methodology for identifying, analyzing, and tracking these events. It puts in place a structured system of early-warning sensors that search for indicators of important events. Step 1: Identify high-interest Wild Cards and segment them according to options

Step 2: Determine what kinds of lesser events would point to the coming of a Wild Card.
